  • Rates and Regulatory Analytics conducts quantitative analytical work in support of various regulatory proceedings.
  • The Analysts develop and sponsor cost allocation, revenue recovery, and rate design proposals in regulatory proceedings; develop and analyze testimony, discovery and other case materials;
  • Develop revenue and rate forecasts; develop and implement rate and cost recovery-related policies and programs and develop and maintain relationships with various internal and external stakeholders as part of the regulatory process.
  • The incumbent will be involved in quantitative modeling, process improvements and documentation.
Responsibilities :
  • Applies deep expertise of the quantitative analysis of cost recovery, cost allocation and rate and tariff design technical issues.
  • Supports implementation of electric rate changes for the company’s five million electric customers.
  • Applies complex model analysis and interpretations/insight for inclusion in a filing or preparation of a business case. Identifies situations where model or assumptions need to be adjusted and the cross-departmental impacts of resulting analysis.
  • Builds in controls to ensure that the modeling, applications, inputs and assumptions are accurate.
  • Coordinates with stakeholder departments to identify and address potential business and operational impacts across the company resulting from policy changes or filing approval.
  • Communicates on cost allocations and rate designs with interveners, customers, other utilities and participants.
  • Assists in developing a compelling business case for changes to, or development of, new rates or rules, and prepares product for filing. Works with stakeholder departments to develop implementation procedures and obtain internal buy-offs as needed.
  • Develops strategy and composes responses to moderately complex quantitative data requests.
  • Supports development of rate setting and cost allocation strategy and approach for complex issues.
  • Interprets rules and procedures for cost recovery and rate setting. Identifies interrelations and linkages to previous/related regulatory decisions and broader policy implications and issues.
  • Prepares, analyzes, researches, monitors, and/or maintains projects and activities that are accurate, timely, and complete as assigned and monitored by supervisor.
Qualifications  :
  • Bachelor’s degree in Business, Finance, Statistics, Mathematics, Economics, Accounting, Engineering or equivalent work experience.
  • 5 years of relevant experience with emphasis on quantitative data analysis, or pricing theory/practice.
  • Skilled in use of Excel (and/or equivalent analytical software), Microsoft Office suite.
Desired :
  • Master’s degree.
  • 10 years of relevant experience.
  • VBA programming.
  • Knowledge of the utility industry issues, trends, tariffs and regulatory proceeding process.
  • Strong understanding of rate theory, the rate/pricing development process and regulatory case management procedures and process.
  • Knowledge of revenue requirements, cost allocation, rate policy development and programs.
  • Broad knowledge of rate-setting cases and lines of business to proactively reach out to external entity contacts to gather information to support a case.
  • Strong written and verbal communication & presentation skills to present analysis and results in a cohesive, understandable and actionable format to leaders.
  • Strong problem solving skills.
