Job Description
  • The Program Engineer (PE) leads, coordinates, and exercises technical program execution authority over Integrated Product Teams (IPTs) for planning, organizing, controlling, integration, execution of, and close out of engineering projects.
  • The PE performs cost, schedule, risk and opportunity analyses for implementation of total training solutions on a program.
  • The PE performs weekly/monthly Cost Account Management (CAM) reviews with IPTs and is responsible for technical, cost and schedule performance for the engineering content on a program.
  • The PE is the technical focal point for subcontracted activities and performs weekly/monthly reviews of subcontractor performance.
  • The PE is the primary technical focal point with the customer.
  • The PE receives engineering direction from and is accountable to a Program Engineering Manager (PEM), who has overall Program Engineering responsibility for successfully proposing, developing and delivering Product Line Total Training Solutions.
  • The PE receives program and contractual direction from and is accountable to a Program Manager (PM) who has overall responsibility for profit and loss and technical, cost and schedule performance on a program.
  • Provide technical direction for total training solutions on simulation programs and proposal efforts.
  • Plan and provide direction for the analysis and specification of technical requirements, the program systems engineering effort, and the coordination of that effort with all the other technical departments and program functions.
  • Lead and integrate technical aspects of an assigned program including, the definition of the system architecture and design concepts, the preparation of tradeoff analysis and the development and conduct of program test plans.
  • Ensure the logical and systematic conversion of customer or product requirements into total training system solutions that acknowledge technical, schedule, and cost constraints.
  • Ensure analyses are performed at all levels of total training system solutions to include: concept, design, fabrication, test, installation, operation, maintenance and disposal.
  • Analyses include but are not limited to: functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
  • Ensure focus and rigor in interface definition to reduce rework in Hardware/Software Integration.
  • Lead the creation and/or maintenance of program documentation to support either program documentation deliverables or follow on development efforts across the product line.
  • Manage program execution through the adherence of sound engineering process for the complete product lifecycle.
  • Perform CAM reviews with IPT Leads, with focus on expediting variance reporting and Program Change Request (PCR) process with well written description, backup, and engineering reviews prior to going over the approved Estimate At Complete (EAC).
  • Coordinate the identification of risk and formation of mitigation plans before the project is negatively impacted. Identify opportunities for technical, cost and schedule efficiencies.
  • Manage reuse baselines and common reuse components in the deployment of total training solutions.
  • Perform Integration Plan reviews ensuring test process rigor, regression testing, stress testing and accuracy of Discrepancy Report (DR) burn-down plans.
  • Manage program near and long term staffing requirements with PEM and Functional Managers (FM), keeping them apprised of needed roll-on's, roll-off's, and assignment changes.
  • Communicate with Functional Management Team (FMT) providing inputs related to individual engineering employee performance, career development, engineering processes, training and personnel issues.
  • Actively support the development of Link Technology and Standard Products to meet our customer needs and communicate to the customers how our Technologies and Standard Products provide them a total training solution.
  • Perform as Technical Lead in development, review, and approval of engineering technical, cost, and schedule proposals.
  • Lead programs in the identification and sale of Engineering Change Proposals (ECPs) and follow on opportunities.
  • Maintain awareness of applicable industry and technology trends and standards.
  • Organize and articulate conceptual solutions to influence key decision makers.
  • The Project Engineer has responsibility for technical leadership of one or more Navigation System related projects and will be responsible for meeting technical, budget and schedule targets for all assigned projects.
  • ¿The Project Engineer is further responsible for organizing the project team, developing tasks, and generating the project schedule, providing written reports and monthly program status reviews, coordination of project task direction and completion with Engineering Team, Operations staff and the appropriate Program Managers, coordination of project as required, Estimates to Complete (ETC), providing proposal development support and coordination with project customers to ensure customer satisfaction.
  • Bachelor's degree in Elec/Mech Engineering, Math, or Physics with a minimum of 15 years relevant experience, including 10 years working in an Engineering
  • Minimum of 5 years hardware and/or software development experience in an individual contributor role in simulation and training and/or aircraft development industry
  • Minimum of 5 years Hardware and/or Software Lead experience
  • Minimum of 5 years IPT Lead and/or Systems Engineering Lead experience
  • Minimum of 5 years Program Engineering experience
  • Minimum of 5 years of directly related experience with ClearCase, ClearQuest, DOORS, Earned Value Management (EVM), Full-lifecycle systems development, Leadership, Management of multi-disciplinary teams, and Microsoft Office.
  • Minimum of 5 years prior experience with DOD customers a must.
  • Masters of Science or Engineering
  • Ability to obtain a Secret DOD security clearance
  • Proven ability to learn progressively complex concepts from peers, self-study, research, prototyping and applied experience.
  • Demonstrated experience performing as liaison between program management, engineering management, and the technical disciplines involved in a project.
  • Demonstrated experience overseeing review of product design for compliance with engineering principles, organization standards, customer contract requirements, and related specifications.
  • Demonstrated experience leading proposal efforts including completing project scoping, LOE assessments, and the incorporation of Standard Products into the proposed total training system solution.
  • Demonstrated experience working with Business Development to cultivate ECP and new program opportunities.
  • Demonstrated experience performing as primary technical interface with DOD customers.
  • Demonstrated experience providing primary technical oversight of subcontractors and suppliers.
