Job Description
  • Develops subcontract specifications; work statements; and terms and conditions for the procurement of specialized materials; equipment; and services for subcontract systems in support of development; production and global sustainment for multiple contract types.
  • Prepares bid packages; conducts bidders' conferences; develops evaluation criteria; analyzes and evaluates proposals; negotiates subcontract provisions; selects or recommends subcontractors; writes subcontract packages for review; prepares awards and administers resulting subcontracts.
  • Negotiates and coordinates additions; deletions; or modifications to subcontracts.
  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.
  • May sign supplier agreements and purchase orders within established authority.
  • The successful candidate will perform all subcontract actions in support of assigned pursuits, proposals and programs (including generation of Proprietary Information Agreements, Teaming Agreements, ETC/EACs, and meeting support).
  • Lead all aspects of the Subcontract process including generation of Requests for Proposals, proposal evaluations, source selections, price analysis/cost analysis for sole source procurements, negotiations, CPSR and Coleman Aerospace compliant file documentation, change management, invoice approvals, proposal support, dispute resolution and subcontract closeout.
  • Provide timely and accurate subcontract status to Management.
  • Support Subcontracting Plan initiatives.
  • Apply ingenuity and innovation to develop solutions to complex subcontract issues.
  • Operate independently within established boundaries with minimal direct supervision.
  • Ability to manage multiple subcontracts and subcontractors
  • Knowledge of FAR/DFARS is mandatory.
  • Mentor less experienced personnel
  • Bachelor's degree with a minimum of 10 years' related experience, or Master's degree with a minimum of 8 years' related experience, to include:
  • At least 5 years of experience with DOD programs
  • Demonstrated ability to manage various types of moderately complex subcontracts, including hardware, software, IT, development and services subcontracts.
  • Familiarity and experience with the following subcontract types: CPFF, CPAF, FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee).
  • Proven ability to Manage Subcontractor performance in the areas of technical scope, schedule and cost.
  • Possess excellent verbal and written communications skills, with the ability to communicate with all levels of company and supplier management
  • Experience with (or understanding) of Earned Value Management (EVM), its principles and ability to manage subcontractors using EVM.
  • Ability to take a leadership position in a program team environment.
  • Background with cost analysis on sole source procurements.
  • Ability to take a leadership position in a program team environment.
  • Considerable judgment will be required to resolve subcontractor issues within set boundaries.
