Job Description
  • Plan, schedule, oversee and participate in major proposal development efforts in response to Requests for Proposals (RFPs), and international tender requests.
  • Apply proposal and project management techniques in the preparation, production, and delivery of winning quality technical and cost proposals.
  • Organize proposal responses, analyze the solicitations, develop the proposal framework and compliance matrix, and assign proposal-related tasks within a matrix organization.
  • Develop and update the proposal schedule, and lead proposal meetings and reviews.
  • Coordinate with technical teams with respect to the technical and management portions of the proposal.
  • Ensure the completion of all writing assignments, and compile and/or edit corporate information, personnel requirements, resumes, and past performance descriptions as required.
  • Ensure all proposal materials are clear, concise and compliant with solicitation requirements.
  • Work with Sales Managers to develop strategies and win themes, with Subject Matter Experts (SMEs) and Product Line Managers for optimum presentation of technical information in a professional manner.
  • Work closely with other personnel (Contracts, Finance, Training, and Service) to ensure proper organization and communication among the proposal team.
  • Serve as primary point of contact on assigned proposals, and lead multi-disciplined or cross-functional teams.
  • Develop proposals in accordance with RFP/Tender requirements, and as required, coordinate cost, schedule and performance elements.
  • Review solicitation documents and develop proposal outlines, schedules, storyboards, and compliance matrices.
  • Organize and lead proposal kick-off meetings and color team reviews.
  • Work closely with teams through the writing process, write and/or edit portions of the proposal as required, lead or participate in proposal reviews.
  • Help guide and implement capture and proposal development strategies.
Education/Experience
  • Must have strong written, verbal, and interpersonal communication skills.
  • This position requires solid planning, communications (oral and written), organizational and interpersonal skills.
  • Must be able to periodically work "off hours”, to meet proposal deadlines working in close coordination with international locations.
  • Preference will be given to candidates with formal proposal management training (Shipley, Hy Silver, APMP certification, or other).
  • Experience in the aviation physical security business is a strong plus.
  • Bachelor's degree or equivalent is required (Bachelor of Science preferred).
  • Expertise in MS Word, Acrobat Pro, MS Project, and working level knowledge of MS Excel are required.
  • 8+ years of relevant Proposal Management experience.
