The IBM – Resource on Demand Team is seeking a Project Manager for a contract opportunity in the Ottawa area

Role description:
The Bank of Canada is seeking one Senior Project Manager (the "Resource”) to assist with the delivery of an enhanced Identity and Access Management (IAM) solution. The Resource will be working with the Program Delivery team to lead the solution architecture, design, test, build, deployment and transition to operations activities ensuring it meets business needs. This will require an estimated five (5) days of onsite effort weekly throughout the duration of the engagement.

It is anticipated that this resource will be required on a full time basis from October 16, 2017 to the December 31, 2018. There is a possibility that this term may be extended.


The resource will collaborate with clients and colleagues to produce the following deliverables:
  • Develop project plans, prioritize and delegate work to achieve project objectives, assigning resources and ensuring the collaboration of other teams, as required
  • Regularly report project progress to senior management and/or the sponsor/client
  • Provide formalized, continuing work direction and leadership to assigned teams
  • Conduct or oversee risk analysis to support management decision making
  • Manage the scope of projects within program and complex interdependencies and ensure risk-management practices are in place
  • Coordinate the implementation of projects
  • Meet the project objectives within quality, time and budget targets and manage the associated risks
  • Contribute to setting project evaluation parameters
  • Create a healthy work environment for project teams by providing clear direction and effective delegation of work, and provide input to the program manager to support the professional development of team members
  • Monitor project activities to ensure quality and adherence to project management methodology and implement corrective measures to address any significant variance
  • Track, monitor and communicate project progress against the project plan, requirements, quality measures, standard processes and milestones
  • Facilitate the definition of service levels and requirements
  • Work with colleagues and partners to solve significant problems and implement changes
  • Develop and maintain effective and collaborative business relationships with stakeholders and business partners to understand client needs, and support effective resolution of client enquiries and concerns
  • Participate in staffing and recruitment activities to ensure a high-quality project team
  • Work with resource managers to identify appropriate resources and manage their integration into the teams
Experience / Skills Required
  • University degree in information technology, business administration or related field
  • Excellent English communication skills both verbal and written
  • A minimum of ten (10) years of demonstrated experience in project management
  • A minimum of three (3) years of work experience on complex Cyber Security Identity and Access Management (IAM) projects
  • Demonstrated experience managing relationships with multiple stakeholder at various levels in an organization
  • Advanced knowledge of project life-cycle management
  • Advanced knowledge of relevant project management principles, tools & techniques
  • Solid understanding of IT service delivery and support processes

Other Requirements
  • Ability to meet the Bank's Enhanced Reliability Clearance requirements
  • Experience working in a team environment
  • Strong communication skills, both oral and written
  • English essential, French would be considered an asset

Mandatory Skills:
  • Canadian Federal Government Security Clearance – Enhanced Reliability Status or higher
