Manager of Information Technology

This new role will own the in-progress construction and operational support for systems that support Sales and Sales Processes including: Broker Portals and Consumer Portals for Government Programs & Commercial Business, third party integration with internal and external entities (including the State of New Jersey Health Insurance Exchange, Center for Medicare and Medicaid Services, Broker Agencies, and Payment Processing Partners) and Internal tools used for Sales process management and CRM (Customer Relationship Management). This position will have both employee Business Systems Analysts and Consultant BSAs reporting into the role and will work in a highly matrixed environment with both internal IT areas and external partners.

Be the technical system owner for the following hosted applications:
  • Consumer Portal A cloud based, hosted solution that supports the ability for Consumers to purchase health insurance products directly from and in some cases receive subsidy to pay for their products through the State of New Jersey's Health Insurance Exchange (underway). Represents approximately $1B in revenue for the company.
  • Broker Portal A cloud based, hosted solution that provides a Sales, Enrollment, and Account Maintenance platform for Sales Agencies and Independent Brokers enabling them to sellIndividual Products, Small Group Products, and Medicare products.
  • SMA (Sales and Marketing Automation) A cloud based, partially hosted solution built on the Salesforce platform which enables both internal and external salespeople to manage leads and opportunities, handle phone based sales inquiries, and complete enrollment applications from Consumers in the Individual and Medicare Markets.

Technical Stack:
  • Each of these applications are built and maintained by the same hosted vendor and have integrated capabilities as parts of a unified product offering. The system integrates with vendor and back end systems primarily through cloud hosted APIs (Apigee) that access data pushed into cloud based cache databases (Mongo DB, PostGres) that are populated by on premise systems across a number of platforms (Windows, Mainframe).
  • Work directly with key business owners and vendor partners to develop, define, and manage the delivery of new features defined on a product roadmap.
  • Work directly with internal technical teams to deliver features that power new product features, which includes directing the construction requirements for APIs (Application Programming Interfaces), cache databases, and back end legacy systems, Access Management technologies, hosted and on premise infrastructure, monitoring and reporting systems, and Information Security related software.
  • Manage budget allocations, system performance and availability, issues and risks, and metrics that demonstrate the business value of the systems (user experience, revenue, membership, and sales metrics).
  • Work with internal stakeholders in response to business events that impact the system as a key point of contact to develop resolutions, including: Legal and regulatory entities, Internal Audit, Information Security, Data Governance, Enterprise Architecture.

  • Requires Bachelor's degree preferably in a technology related field (i.e. Computer Science) from an accredited college or university
  • Advanced degree a plus
  • Requires a minimum of 5 years' experience managing and implementing IT projects
  • Prefer prior experience in health insurance industry
  • Requires a minimum of 3 years supervisory experience
  • Requires broad knowledge of IT concepts, disciplines, best practices and methodologies
  • Required knowledge will depend on functional IT area.
