Our client, a Government oil firm is recruiting for the position of HSE Incident Investigation Specialist for their Offshore Abudhabi, location.

Job purpose and scope:
  1. Subject Matter Expert on all aspects of Incident Investigation.
  2. Provides the required expertise to continually improve the quality of incident investigations. 
  3. Plays a key role in establishing a skilled pool of Root Cause Analysts.
  4. Coach, train and mentor investigation teams and develop them to an internationally recognized standard.
  5. Review all reported incidents and determine the reporting level. Initiate notifications to the company and shareholders, and prepare Terms of Reference for Team Investigation/Board of Enquiry.
  6. Review investigation reports and initial as expert for Senior Management approval.
  7. Assists in the development, roll out and implementation of the Incident Management Module in the HSEIMS, and ensure the related Manual, Policy and Procedures are updated and accessible to all.
Key Accountabilities:
  1. Identifying suitable in-house resources to be coached, trained and mentored as Root Cause Analysts/ Lead Investigators.
  2. Developing competency skill sets for Root Cause Analysts, Lead Investigators and Investigation Team Members, and monitoring competency levels. 
  3. Improving the quality and effectiveness of the incident investigation process by: conducting Root Cause Analysis using cross-functional teams, creating a Lessons Learned database library ,ensuring Lessons Learned are effectively communicated and shared throughout the organization and with other concerned parties. ,Developing incident investigation presentation formats for different audiences.
  4. Assisting the roll out, implementation and monitoring of the Incident Management Module in the HSEIMS. 
  5. Providing expert advice with the aim of helping the organization become a regional leader in the investigation arena.
  6. Promoting the underlying principle that investigating occupational and process safety incidents is an important function for ensuring all incidents are promptly and thoroughly investigated to provide the framework for protecting People, the Environment Assets and the Reputation of the Company.
  7. Developing processes that ensure occupational safety and process safety become integrated with the aim of helping the organization become the first to successfully implement this concept.
  8. Ensure the HSE Operations support group gains and maintains the confidence of Senior Management to ensure that the training and development of personnel will enhance the Company's reputation and performance.
Minimum Requirements
  1. B.Sc. Degree or equivalent in Engineering /Safety  with at least 15 years’ experience; ten years of which must have been involved with occupational and process safety investigations in an Oil and Gas major international company.
  2. Safety related Degree/Diploma (NEBOSH, IOSH or equivalent)
  3. At least 5 Years Offshore experience.
  4. Certified TapRooT® Instructor or equivalent. Five years/ experience as a TapRoot trainer in a large multi-national and multi-cultural organization preferably with GCC experience.
  5. Broad knowledge of industrial occupational safety and process, safety hazards and practical mitigating measures.
  6. Must be proficient and independent to recommend internationally recognized training standards and courses.
  7. Must be able to develop and prepare competency skill sets for Root Cause Analysts and lead Investigators.
  8. Excellent oral and written communication skills.
  9. Able to facilitate team projects. Group interfaces and foster team building and development.
  10. Must be flexible and adaptable to changing priorities.
