Cloud Project Manager

Scope of Work:
  • Through this solicitation, DSHS is seeking a contracted Project Manager to support agency efforts in the planning, design, and implementation of the Microsoft Cloud Technology solution(s).
  • The Cloud Technology Integration project is currently underway.
  • The contracted Project Manager will be required to have expert experience managing projects using scheduling software to create and maintain the project schedule in Microsoft Project TM, DSHS' standard project scheduling tool.
  • Typically the level of detail in the project schedule, where practical, is on a two week task duration to enable DSHS staff and the Project Manager to track and monitor progress.
  • Inclusion of milestones within each of the project phases will be important as well.
  • The contracted Project Manager shall have overall project management responsibility throughout the project's lifecycle.

At a minimum, the contracted Project Manager shall:
  • Plan, manage and monitor the project to ensure success
  • Develop and maintain a detailed project plan – work breakdown structure (WBS), and manage project deliverables in line with the project plan
  • Develop and maintain the required project management plans, and manage project risks, issues, change and communication according to the plans - escalate when necessary
  • Monitor project progress and performance, and prepare status reports as identified in the project Communication Plan
  • Update the OCIO Dashboard regularly according to policy
  • Develop solicitation documents for required project acquisitions
  • Lead the project team and workgroups engaged in the project
  • Produce other project documentation as required.

Location and Regular Business Hours:
  • Regular business hours are between 8 a.m. to 5 p.m., Monday through Friday.

Work Requirements:
  • The Project Management Scope of Work Requirements includes, but is not limited to, the following:
  • Vision and scope definition. Manage, monitor and ensure all project participants (project team, core workgroups, stakeholders, and governance groups) have a unified understanding of the vision and scope of the project, and project objectives are clear and well understood.
  • Risk assessments and mitigation plans.
  • Manage, monitor and ensure risks are being systematically identified and planned for, and ensure business processes and policy changes are being adequately addressed.
  • Staffing and role definition.
  • Identify and request resources for the project and to ensure team members understand their roles and responsibilities.
  • Ensure the right subject matter experts are included in work sessions and team members have the adequate knowledge to implement and produce project deliverables.
  • Work/task planning and execution.
  • Maintain the project plan, and ensure products are delivered on schedule, costs are within budget, and team members understand and execute according to the project plan.
  • Project control procedures.
  • Develop and implement effective techniques for scope/change management, issue resolution, project communication, project status and reporting.
  • Constructive involvement of stakeholders.
  • Manage, monitor and ensure project stakeholders are adequately involved in the project planning, development, acceptance and implementation.
  • Ensure the project maintains the proper balance between Enterprise Technology and customer needs.
  • Microsoft Cloud product design.
  • Participate in the design and ensure sound design principles are applied to the product design, and appropriate cloud technology solutions are identified, designed and implemented.
  • Ensure there is adequate time in the plan for policy/process change.
  • Testing, Training and Implementation Plans.
  • Participate in the development and ensure testing, training, and implementation plans are realistic, solid and of good quality.

Mandatory Requirements:
  • The mandatory requirements listed below are essential and must be met by the proposed Project Manager.
  • Mandatory requirements are scored as pass or fail based on the presence of the required experience or qualifications.
  • Mandatory requirements will be reviewed through the Administrative Requirements process.
  • Any contractor candidate not fulfilling ALL mandatory requirements will be disqualified from the solicitation process.

The proposed Project Manager must:
  • Have a minimum of 10 years' experience performing project management for complex projects which cross multiple organizations and involved multiple applications.
  • This experience must include at least three successful technology projects where the project was completed on-time, on-budget, and delivered the expected results, two of these projects must have been for government agencies
  • Have expert level experience developing master or project plans/work breakdown structures using Microsoft Project TM
  • Have experience managing information system projects consistent with the OCIO Information Technology Project Management Policy and OCIO Project Management Framework.
  • Have experience with project status reporting and executive sponsor briefings
  • Be familiar with the operation of Washington state government
  • Have experience providing project management consultation for cross functional (or multi agency) projects with varying levels of project management maturity.

Desired Qualifications:
  • DSHS prefers that the proposed Project Manager have the following qualifications:
  • Have knowledge of change management and integration for major IT implementation, and have participated in policy development
  • Have experience providing project management services for enterprise initiatives
Have experience providing project management services for projects of a similar size.
