TERM OF SERVICE
Services shall commence as soon as possible and shall be completed by August 31, 2016; 2068 hours per worker (position to extend possibly 15 months up through 10/31/17).   This service may be amended, renewed and/or extended providing HHSC and Vendor agree in writing to do so.

DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one System Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC System Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Health and Human Services Commission (HHSC) Enterprise.
 
All work products resulting from the project shall be considered "works made for hire” and are the property of the HHSC.  HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

             The Texas Health and Human Services (HHS) Enterprise is composed of the following five agencies:
Department of Aging and Disability Services (DADS)
Department of Assistive and Rehabilitative Services (DARS)
Department of Family and Protective Services (DFPS)
Department of State Health Services (DSHS)
Health and Human Services Commission (HHSC)
 
The HHSC Enterprise Applications IT area is preparing for a reimplementation of PeopleSoft Financials version 9.2 with a go-live on September 1, 2017 and is posting this position for a functional PeopleSoft systems analyst to define conversion and interface requirements. 
 
Currently, HHSC has Accounts Payable, General Ledger, Purchasing and Asset Management from PeopleSoft Financials version 8.8 implemented.  With the upgrade to the Centralized Accounting and Payroll/Personnel System (CAPPS) PeopleSoft 9.2 version delivered by the Texas Comptroller of Public Accounts (CPA), HHSC will expand the module scope to include the Strategic Sourcing and Supplier Contract Management modules. In addition to the upgrade to 9.2, HHS will consolidate the current five (5) HHS Departments into three (3) per the Senate Bill 200 mandate.   
 
The worker will be responsible for assisting HHS with functional requirements, design, and testing of conversions, interfaces, and AWE workflow.  There will be a coordinated effort with the contract data elements for conversion and interfaces with a separate project to implement a new Contract Management system that is non-PeopleSoft.
 
             Duties for this position will include:
 
  • Responsible for developing the conversion, data mapping and functional design and ensuring a clean hand off to the Technical Team to ensure that they are clearly understood prior to Tech Design and Build;
  • Responsible for developing the interface requirements, data mapping, and functional design and ensuring a clean hand off to the Technical Team to ensure that they are clearly understood prior to Tech Design and Build;
  • Responsible for developing the AWE Workflow requirements and functional design and build-out/configuration;
  • Works with the technical team to test and validate data conversions and interfaces;
  • Works with functional team to test AWE workflow;
  • Possess PeopleSoft Version 9.2 expertise in one of the following modules: General Ledger, Accounts Payable, Asset Management, Purchasing, Supplier Contract Management, and Strategic Sourcing;
  • Responsible for identification, documentation, and reporting of identified project risks to project management;
  • Responsible for consistent utilization of standardized processes and forms to manage project documentation, including but not limited to, Functional Design Documents, Data Mapping, Key Design Decisions, Change Controls, Risk Registers, Scope Documentation and other project documents as needed;
  • Responsible for determining configuration migration approach from one PeopleSoft environment to another to support the development life cycle;
  • Works with SME/Business Owners and Project Team to provide input to project management, functional lead and others in the development of the detailed Project Schedule;
  • Works with HHSC Enterprise Support Center teams to mitigate risks and resolve issues throughout implementation as needed;
  • Completes tasks in an efficient and timely manner while keeping project stakeholders informed;
  • Performs and documents module system and integration testing as it relates to the conversion and interface data.
  • Responsible for ensuring project cohesiveness with separate HHSC Contract Management (non-PeopleSoft) system implementation project.
 
 
The worker should have a history of strong PeopleSoft Systems Analysts skills and how to approach and work through conversion and interface design from a functional viewpoint.
           
The System Analyst must be available as required to assure successful completion of the project.  The System Analyst will be co-located with HHSC IT-Enterprise Applications staff on the 6th floor, Suite 6-115.  Paid parking in a State of Texas parking garage will be available to contractor staff who presents the requisite documentation to the Texas Department of Public Safety to obtain a permit.
 
Other Special Requirements (Optional): All entities replying to this request must be able to attest -- in writing -- that they are complying with Executive Order RP 80, signed 12/03/2014. In addition, because of the nature of the information in the system that will be upgraded, all entities must sign a Data Use Agreement as a condition of employment. Face-to-face interview preferred, but will accept phone interview.

4 Experience in IT project planning, research, analysis and development
4 Experience writing and reviewing detailed test scripts for System, Integration, and User Acceptance Test Phases.
4 Experience implementing PeopleSoft Purchasing version 9.0 or higher, including gathering business requirements, conducting and documenting fit/gap sessions, and system configuration.
 
4 Experience as a PeopleSoft functional module lead for large PeopleSoft implementation.
2 Experience designing, configuring, and testing PeopleSoft Approval Workflow Engine (AWE) workflow approvals, version 9.1 or higher.
 
2 Experience with configuration development, documentation and review in PeopleSoft 9.2
2 Experience teaming with business owners and technical staff in a complex, large scale PeopleSoft environment 8.8 to 9.2
2 Experience with PeopleSoft version 9.2 and PeopleTools 8.53
Strong Communication, analytical and interpersonal skills at all levels of an organization.
Strong Experience with the PeopleSoft 9.2 Modules G/L, A/P, AM, PO, eProcurement, Strategic Sourcing, Supplier Contract Management
Strong Experience in managing and coordinating functional module leads through a PeopleSoft Implementation or Upgrade
