TERM OF SERVICE
Services shall commence as soon as possible and shall be completed by August 31, 2016; 2068 hours per worker (position to extend possibly 15 months up through 10/31/17). This service may be amended, renewed and/or extended providing HHSC and Vendor agree in writing to do so.

DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one System Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC System Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Health and Human Services Commission (HHSC) Enterprise.
All work products resulting from the project shall be considered "works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
The Texas Health and Human Services (HHS) Enterprise is composed of the following five agencies:
Department of Aging and Disability Services (DADS)
Department of Assistive and Rehabilitative Services (DARS)
Department of Family and Protective Services (DFPS)
Department of State Health Services (DSHS)
Health and Human Services Commission (HHSC)
The HHSC Enterprise Applications IT area is preparing for a reimplementation of PeopleSoft Financials version 9.2 with a go-live on September 1, 2017 and is posting this position for a functional PeopleSoft systems analyst to define conversion and interface requirements.
Currently, HHSC has Accounts Payable, General Ledger, Purchasing and Asset Management from PeopleSoft Financials version 8.8 implemented. With the upgrade to the Centralized Accounting and Payroll/Personnel System (CAPPS) PeopleSoft 9.2 version delivered by the Texas Comptroller of Public Accounts (CPA), HHSC will expand the module scope to include the Strategic Sourcing and Supplier Contract Management modules. In addition to the upgrade to 9.2, HHS will consolidate the current five (5) HHS Departments into three (3) per the Senate Bill 200 mandate.
The worker will be responsible for assisting HHS with functional requirements, design, and testing of conversions, interfaces, and AWE workflow. There will be a coordinated effort with the contract data elements for conversion and interfaces with a separate project to implement a new Contract Management system that is non-PeopleSoft.
Duties for this position will include:
The worker should have a history of strong PeopleSoft Systems Analysts skills and how to approach and work through conversion and interface design from a functional viewpoint.
The System Analyst must be available as required to assure successful completion of the project. The System Analyst will be co-located with HHSC IT-Enterprise Applications staff on the 6th floor, Suite 6-115. Paid parking in a State of Texas parking garage will be available to contractor staff who presents the requisite documentation to the Texas Department of Public Safety to obtain a permit.
Other Special Requirements (Optional): All entities replying to this request must be able to attest -- in writing -- that they are complying with Executive Order RP 80, signed 12/03/2014. In addition, because of the nature of the information in the system that will be upgraded, all entities must sign a Data Use Agreement as a condition of employment. Face-to-face interview preferred, but will accept phone interview.
