TERM OF SERVICE
Services shall commence approximately September 1, 2016 to August 31, 2017; 2080 estimated hours for this position. (Sept 1, 2016 – Aug 31, 2017, 2080 hours; Sept 1, 2017 – Aug 31, 2018, 2080 hours) 4160 hours total.   This service may be amended, renewed and/or extended providing OAG and Vendor agree in writing to do so.
If the OAG determines that particular Vendor personnel are not needed based on changes in circumstance, funding or business need, then the OAG may notify the vendor in writing or via e-mail and cause removal of personnel with ten (10) business days prior notice. In this event, no Vendor substitutions may be submitted.


DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Developer Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Developer Analyst 3 Category, Legacy Technology Type and the specifications outlined in this document for the Office of the Attorney General (OAG) Child Support Division. 
 
            All work products resulting from the project shall be considered "works made for hire” and are the property of the OAG.  OAG may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. OAG will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
 
The worker designs, analyzes, develops, and implements computer applications using Natural programming language, mainframe and web-based technologies following a structured application development methodology.  Worker is responsible for analyzing business requirements, developing new and revising existing computer programs and systems; executing unit test procedures; and producing required program and project documentation.  Worker may assist customers with developing business requirements.  Worker produces accurate time estimates for technical solutions; recommends technical solutions and resolves issues.   Ability to provide on-call support, 24 hours per day/7 days per week, as needed.

Minimum Requirements:
Years Skills/Experience
8 Experience in programming, system design and analysis, development of software designs and coding of existing systems using Software AG Natural Application Platform programming language
8 Ability to write, analyze and review complex software design solutions and development artifacts to ensure completeness, quality and compliance with standards and guidelines.
8 Experience using Treehouse Natural N2O Change Management system
8 Experience performing or participating in unit testing, support system testing and user acceptance testing.
8 Extensive knowledge of software development life cycle methodologies and ability to analyze SDLC processes for design and code.
4 Extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy.
4 Extensive skill in effective verbal and written communications with other computer professionals and clients.
4 Ability to work in a team environment and independently
4 Skill in analyzing problems and identifying effective solutions
4 Ability to establish and maintain effective and professional working relationships with others at all times in the course and scope of conducting business
4 Skill in giving and following technical instructions
4 Knowledge of microcomputer hardware, software and terminology
