TERM OF SERVICE
Services are expected to begin as soon as possible and are expected to be completed by 08/31/2016.  Total estimated Worker hours shall not exceed 700 hours.  This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 

DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Developer, hereafter referred to as Worker(s), who meets the general qualifications of a Developer 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Department of Family and Protective Services (DFPS). 
 
            All work products resulting from the project shall be considered "works made for hire” and are the property of the DFPS.  DFPS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DFPS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
 
Prevention and Early Intervention (PEI) program contracts with community-based programs and agencies to provide a variety of services that help prevent abuse, neglect, delinquency, and truancy of Texas children. The DFPS web application that supports PEI was built in 2000. Its current architecture is now unsupported. DFPS is replacing the legacy PEI system to support today's PEI programs and integrate with the greater PEI community of tomorrow.  The DFPS project team will be comprised of several internal and ITSAC workers including data converters and report developer. 
 
This solicitation is seeking one worker to serve as a ETL Developer who has a strong background in Informatica 9.6 or above; and who has also worked with Oracle and Data Warehouse technology.  The worker should also have extensive experience in the following:
  • working with business customers to gather reporting requirements
  • working with source system resources to develop new extraction, transformation, and loading (ETL) processes according to reporting requirements
  • developing Informatica mappings, workflows, and transformations
  • completing end to end testing of Informatica processes to confirm results are in line with reporting requirements
  • assessing performance, trouble shooting, and tuning ETL processes
  • sound SQL knowledge and knowledge of Oracle database
  • adhering to software development processes
  • preparing detailed documentation
  • generate work estimates in an SDLC environment.
 
II. WORKER SKILLS AND QUALIFICATIONS

 
Minimum Requirements:
Years Skills/Experience
8 Experience in designing, creating, and overseeing ETL's for a large Data Warehouse project.
8 Experience in querying and analyzing data sources to understand the data and determine logic for transformations.
8 Experience conducting design sessions with subject matter experts and business process owners to meet reporting requirements.
8 Experience with Microsoft Suite (Projects, Visio, Excel, Word, Power Point)
6 Experience with Informatica PowerCenter 8.1 or higher version.
4 Experience with data modeling techniques and tools for data warehouse projects  
4 Experience writing and reviewing detailed test scripts for System, Integration, and User Acceptance Test Phases.  
2 Experience teaming with business owners and technical staff in complex, large scale data warehouse projects
Strong Teamwork skills, ability to lead collaboration with other functional and technical staff on the project.  Proven project team building skills    
Strong Must have strong communication, organizational, planning, and documentation skills to interact with staff, users, and management; as well as having the ability to be a technical driving force within the development group.
Strong Knowledge of Informatica PowerCenter 9.6 or higher
Strong Ability to work with development/migration tools.  This position will need to possess an in-depth understanding of technical design and be capable of serving as a technical quality assurance programmer/consultant.
