Job Description: Serves as a liaison between the business community and the IT organization in order to provide technical solutions to meet user needs. Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organization's systems and capabilities. Analyzes business partner's operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise's competitive edge. May make recommendations for buy versus build decision.

SCOPE OF THE PROJECT: THE CFS PROJECT TEAM S RESPONSIBLE FOR DEVELOPING, THE CFS PROJECT IS PART OF THE DEPARTMENT OF SOCIAL SERVICES (DSS) AND IS RESPONSIBLE FOR DEVELOPING, IMPLEMENTING, MAINTAINING, AND OBTAINING FEDERAL CERTIFICATION OF A FEDERALLY-MANDATED CHILD SUPPORT ENFORCEMENT SYSTEM (CSES) THAT WILL PROVIDE COMPREHENSIVE SUPPORT TO THE OPERATION OF SOUTH CAROLINA'S CHILD SUPPORT ENFORCEMENT (CSE) PROGRAM AS WELL AS FOR COMPLETING THE DEVELOPMENT AND IMPLEMENTATION OF THE FAMILY COURT CASE MANAGEMENT SYSTEM (FCCMS) FOR THE 46 CLERKS OF COURT.

DAILY DUTIES / RESPONSIBILITIES:
This position is for a Data Conversion Business Analyst experienced in DSS Child Support Enforcement Systems and South Carolina Clerk of Court child support data. A significant portion of this position's responsibility will be to review the existing project documentation related to data conversion and to provide clarity and insight to the existing project team related to this documentation.

The successful candidate will demonstrate a proven ability to collaborate and coordinate activities with diverse groups, including stakeholders, team leads, vendors, project managers, and technical staff.

As the Data Conversion Business Analyst, this individual will:
Review and update existing CFS Data Conversion documentation focusing on Clerk of Court child support data
Familiarize CFS Data Conversion team members with Clerk of Court child support data
Facilitate communication between the CFS Data Conversion project team and county Clerk of Court representatives.

RELATIONAL DATABASE EXPERIENCE
EXPERIENCED DATA ARCHITECT WITH EXTENSIVE EXPERIENCE PERFORMING DATA MODELING, DATA MAPPING, DATA CLEANSING, AND BUILDING DATA DICTIONARIES.
BUSINESS ANALYSIS EXPERIENCE TO INCLUDE DATA FLOW DIAGRAMS, REQUIREMENTS SPECIFICATIONS, USE CASE SCENARIOS, AND ACCEPTANCE TESTING.
STRONG ORGANIZATIONAL SKILLS
EXPERIENCE WORKING WITH MICROSOFT OFFICE 2010 TO INCLUDE EXCEL, WORD, VISIO AND POWERPOINT
VERY GOOD ENGLISH COMMUNICATION SKILLS, WRITTEN AND ORAL
