The Department of Information Resources (DIR) requires the services of one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Health and Human Services (HHSC)
            All work products resulting from the project shall be considered "works made for hire” and are the property of the HHSCHHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
            The Texas Government Code 531.0055(d) directs HHSC to plan and implement an efficient and effective centralized system of purchasing and contract management for health and human services agencies.
            Texas Health and Human Services (HHS) agencies include: Health and Human Services Commission (HHSC), Department of Family and Protective Services (DFPS), Department of State Health Services (DSHS), Department of Aging and Disability Services (DADS) and Department of Assistive and Rehabilitative Services (DARS).
            The HHS Procurement and Contracting Services (PCS) business area defines the business vision for Contract Management.
            Contract Management includes: contract development, contract monitoring and compliance, contract obligation management, contract amendment, contract auditing, and contract reporting. 
            This position is needed to gather and document Contract Management business requirements to support this new PCS vision.  The worker should be familiar with best practices and public sector industry standards for Contract Management.  This is a critical issue for both PCS and the HHS Enterprise.  As such, the worker must be able to report status, interact and present at an Executive Management level. A detailed set of both business and system requirements for the Contract Management business process must be documented to identify and implement a Contract Management system. Duties will include:
  • Working with both the PCS business area and HHSC Enterprise IT Applications to define business objective and scope.
  • Analyzing current business processes and identifying/documenting business area challenges.
  • Facilitating and documenting JAD (Joint Application Design) type requirement-gathering sessions with PCS Executive Management and Contract Oversight subject matter experts.
  • Eliciting requirements, proposed business process documentation to support the new vision, and stakeholder interviews.
  • Analyzing proposed business requirements to ensure they are clear, complete and consistent and documenting, validating and managing the requirements.
  • Ability to critically assess, analyze and validate business requirements/assumptions for accuracy, appropriateness and completeness in a variety of situations.
  • Ability to recognize significant variances and trends in industry and provide information that could add or enhance requirement gathering and defining process.
  • Working with a Systems Analyst to define system requirements.
  • Provide business recommendations to PCS and HHSC Enterprise IT Executive Management.
All requirements should be documented, actionable, measurable, testable, traceable, related to identified business needs or opportunities, and defined to a level of detail sufficient for system design.  Deliverables should include a Detailed Business Requirements Table and Requirements Traceability Matrix.
Other Special Requirements: All entities replying to this request must be able to attest -- in writing -- that they are complying with Executive Order RP 80, signed 12/03/2014. In addition, because of the nature of the information in the system that will be upgraded, all entities must sign a Data Use Agreement as a condition of employment.
              Minimum Requirements:
Years Skills/Experience
8 Strong experience with MS Word, MS Excel
8 Experience in writing and presenting executive status reports
8 Work experience in the information technology industry
8 Experience supporting large program management initiatives to ensure adherence with project management frameworks, policies, and standards
8 Excellent communication skills both written and oral with all levels of staff, including Executive Management
8 Strong client negotiation and demonstrated consulting skills
8 Strong facilitation skills, especially across an audience of technical and non-technical audience members. Must be able to prioritize and deal with many competing requests while completing ongoing work, and must maintain a cooperative, stable and customer-service oriented demeanor. Attention to detail is critical.
6 Experience interviewing and soliciting requirements from stakeholders
6 Experience in analyzing and documenting business requirements
6 Experience with MS Visio
6 Experience in business process reengineering
4 Experience designing and/or enhancing Contract Management Systems.

3 Experience with Government Contract and Procurement Systems offered as third-party solutions
Years Skills/Experience
Degree or equivalent Bachelor's degree or equivalent experience with focus in computer science, computer information systems or management information systems is preferred.
5 Work experience with state government, federal or complex private sector organization
5 Work experience managing cross-agency, enterprise department initiatives
4 Work experience in contract management within the public sector
4 Experience with the Texas Statues and Rules
