The Department of Information Resources (DIR) requires the services of one or more Developer Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Developer Analyst 3 Category, Legacy Technology Type and the specifications outlined in this document for the Texas Comptroller of Public Accounts (CPA). 
            All work products resulting from the project shall be considered "works made for hire” and are the property of the CPA.  CPA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. CPA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
Worker will performs highly advanced analysis and programing tasks such as:
  • development of new batch programs and modifications of existing programs including developing and modifying reports
  • developing complex SQL Queries in a DB2 z/OS environment
  • development of ad hoc reports
             A senior level Programmer / Developer Analyst must have a strong background in data and database analysis with DB2 z/OS DBMS. Must be able to quickly develop expertise in complex systems, be quality conscious and be dedicated to delivering quality products on time and on budget.
             Worker must provide cross-training and knowledge transfer to current CPA staff.
           Onsite Requirement: Worker will be required to work onsite with the team.  Working remotely will be limited and must be pre-approved by the Project Manager/Direct Supervisor
            Oncall Requirement: Worker will be required to provide after-hours on-call support on a rotation basis.

Other Special Requirements: Working overtime may be expected in order to meet tight deadlines
             40 hours per week or more.  Candidate may have to work evenings or weekends in order to meet business needs and or deadlines.
            Minimum Requirements:
Years Skills/Experience
8 Experience creating, maintaining, and enhancing information systems written in Powerbuilder
6 Experience with the development of various reporting mechanisms such as Squirrel, Query Man or Teradata Data assistance.
6 Experience creating complex queries, reports, and data extracts from DB2 z/OS DBMS
4 Extensive knowledge of data integration and data quality tools, techniques and processes
4 Extensive experience analyzing data from various data models, databases, and tables
3 Experience with software development processes, prepare detailed documentation and generate work estimates in an Agile, RAD and other SDLC environments
3 Extensive experience with highly complex security application requirements
3 Experience in unit and system integration testing of developed application

3 Experience creating, maintaining, and enhancing information systems written in PowerBuilder Version 10.0 and higher
2 Experience working with enterprise software solutions
2 Public sector experience (Federal, State or Local Government)
2 Experience in documenting on universe and related environments
2 Proficient with the Microsoft Office products, including Microsoft Project, Word, Visio, Excel and PowerPoint
