I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Technical Writer, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Technical Writer 2 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Department of Information Resources (DIR).

All work products resulting from the project shall be considered "works made for hire and are the property of the DIR. DIR may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DIR will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

Worker must be able to start as soon Monday, October 27, 2014.

The DIR Communications Department seeks a Graphic Designer with 5+ years of experience in graphic design, illustration, and page layout. The graphic designer will collaborate on the design and layout of the state's Biennial Performance Report on Information Resources Management. This report is due to be submitted to state leadership in mid-November. It includes smaller supplemental reports that will require separate layout. Designer must be well-versed in Adobe CS 5+ layout and graphics programs, including InDesign, Illustrator, and Photoshop. Project requires researching and modifying stock imagery, creatively but clearly communicating numerical data as well as technology concepts, designing the report's cover page, and creating a visually pleasing and easily navigable interior page layout. The final report will be posted online as in PDF format. Designer will work with the creative team and report subject matter experts and must be able to both take initiative and accept and respond to creative direction. Project to start as soon as possible and runs through mid-November, with any remaining hours being devoted to smaller projects. These smaller projects include a summary one-page document of key elements of the report, and possible brochures for other agency programs. A portfolio of design examples is required.

Other Special Requirements: Printed or online portfolio of previous design work required, to include at least two samples each of 1) report layout and illustration, 2) cover design, 3) brochure layout, 4) illustrations of data/statistics, and 5) illustrations that include text, where the designer was principally involved. NOTE: One document may provide samples for multiple categories (e.g., a report sample may also show examples of both cover design and illustrations of data). OPTIONAL: Logo and icon work samples.

WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:

5 Creating images for both print and web, to include familiarity with color space and resolution best practices for each, as well as bitmap and vector formats
5 Page layout and composition in both Adobe and Microsoft Office programs, to include text, headlines, callouts, and image placement
5 Adobe InDesign
5 Adobe Illustrator
3 Adobe Photoshop
3 Microsoft Word, PowerPoint (MS Office 2010 or later)
