The Department of Information Resources (DIR) requires the services of one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 2 Category, Core Technology Type and the specifications outlined in this document for the Texas Water Development Board (TWDB).

All work products resulting from the project shall be considered "works made for hire and are the property of the TWDB. TWDB may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TWDB will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

The selected Worker will be assigned to work for the Operations & Administration Area, Information Technology Division of the company. The Worker will work under the direct supervision of the Project Management Office Manager. The Worker will be responsible for performing business analysis for complex web applications following a defined software development life cycle process working as a member of a team, planning and analyzing user requirements, procedures and problems to automate processing and to improve existing systems. The worker will be required to use current software design/development methods/techniques, relational database management technologies and spatial datasets to ensure quality and maintainability of applications and systems. The worker will work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions
Assist in the identification and scheduling of project deliverables, milestones and required tasks
Oversees the design, development, and maintenance of various computer applications.
Works closely and amicably with business areas and end users to determine system requirements and develops means of achieving desired business results through application and database design.
Develops systems requirements specifications using a combination of interviews, document analysis, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, business analysis, and/or task and workflow analysis.
Prepare detailed analyses, plans, diagrams and verification procedures for existing and proposed computer applications
Develop diagrams and flowcharts to represent operations and data flow for applications
Writes system requirements specifications documents according to standard templates in clear and concise language.
Converts systems requirements into functional design documents to include the business process, design overview, and the data model.
Generate project requirements, provide effort estimates and resource requirements
Manages requirements traceability and tracks requirements status throughout the project. Manages changes to baseline requirements through change control processes.
Performs data analysis, data querying, and data migration functions.
Proposes new application features and updates.
Develops system test cases, testing plans, and coordinates testing of applications and application components.
Prepare test data and assist end users with testing
Coordinates deployment of new applications and changes to existing applications.
Writes user guides for new applications and changes to existing applications.
Prepare instructions for use during production runs
Assist in the generation or installation of systems software
Analyze proposed computer applications in terms of equipment requirements and capabilities
Analyze, review and revise code to increase operating efficiency or to adapt to new procedures
Confer with staff members to schedule work and coordinate programming projects
Develop and implement specialized programs to supplement and enhance systems software
Works with business areas and project managers to help define project scope.
Troubleshoots and solves problems relating to computer systems or programs.
Use current software design and development methodologies and techniques to ensure quality and maintainability of applications and systems
Code, test and debug computer application programs as outlined by technical and functional requirements
Perform related work as assigned
Bachelor's degree from an accredited college or university with major coursework in Computer Science, Information Science, Information Technology Computer Engineering, Business, Environmental Sciences, or related field PLUS four (4) years of systems analysis experience. (A PHOTOCOPY OF OFFICIAL COLLEGE OR UNIVERSITY TRANSCRIPT MUST BE ATTACHED TO APPLICATION)
Relevant experience may be substituted for degree on a year-for-year basis.

6 Analysis and/or development experience in the full range of the Software Development Life Cycle (SDLC), which includes application design, coding, testing, debugging, and application deployment
3 Must have SQL skills with MS SQL Server 2005 or later.
6 Experience designing database structures
6 Knowledge of relational database management systems, including Microsoft Access and Microsoft SQL Server.
4 Experience writing SQL queries.
6 Experience prioritizing deadlines
6 Proven organizational skills.
6 Worked in an application team environment consisting of Project Manager, System Analyst, Database Administrator, and Programmers
6 Skill in providing excellent customer service
6 Ability to establish and maintain effective working relationships with peers, users, technical staff and management

Years Skills/Experience
1 Development of web applications based upon or compliant with any of the following: 1) Americans with Disabilities Act (ADA) standards for accessible websites (Section 508); 2) web content accessibility guidelines (CSS and XHTML 1.0)
2 Prefer familiarity with water resources information and data.
2 Object-Oriented Analysis, Design, and implementation skills
2 Experience with geospatial data
2 Knowledge of Microsoft Team Foundation Server
2 Knowledge of Microsoft SQL Server Management Studio and Reporting Services
