I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 3 Category, Core Technology Type and the specifications outlined in this document for the Texas Department of Aging & Disability Services (DADS) Information Technology (IT).

All work products resulting from the project shall be considered "works made for hire and are the property of the DADS. DADS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DADS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

Project Overview: The worker will be assigned to the DADS Chief Financial Office (CFO) and will perform complex claims payment analysis, requirements development, and documentation for the Claims Management Division. Work involves interacting with Health and Human Services Commission (HHSC) enterprise staff to develop requirements for DADS claims payment and related systems. Work requires knowledge and experience working on large automated systems.

Strong writing, analytical, interpersonal, organization, and communication skills with project management experience are necessary. Project management work will include working as a project lead or back-up, including coordination of current and planned activities with IT project technical leads and other subject-matter experts as required to ensure necessary tasks, deliverables and timelines are completed. Analysis will include defining, documenting and developing claims payment processes and requirements for automated systems. Resource duties (referred to as "resource below) include project management, business analysis, and implementation management.

Worker will perform tasks under general supervision with considerable latitude for the use of initiative and independent judgment. All communication with internal and external staff will be respectful and professional. Communication with the manager will be requested on sensitive and confidential topic before communicating with other parties.

The services to be provided include, but are not limited to, the following:

A. Provide knowledgeable project management, analysis and resource assistance to CFO projects.
B. Define, document and develop business processes and develop business processing requirements for automated systems.
C. Assist in researching and developing specifications for DADS service authorization and other DADS systems, including those of the State Medicaid Administrator.
D. Research and develop feasibility studies and support follow-up planning and implementation efforts
E. Coordinate with IT project technical leads, DADS program and other subject-matter experts, contractor representatives, and other State agency representatives as required to ensure necessary tasks, deliverables and timelines are completed.
F. Develop other business user requirement specifications as needed.
G. Oversee user test planning to help ensure successful project implementation, including development of test scenarios and participating in actual testing when needed.
H. Perform meeting and/or presentation preparation tasks as needed (e.g., prepare or oversee preparation of agendas and pre-meeting materials as well as follow-up notes, post meeting materials, assignment follow-up and related activities).

II. WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:
Years Skills/Experience
10 Full-time experience utilizing analysis skills and interacting with business end users and technical staff.
5 Project management experience on projects implementing processes in an automation environment, including experience from project conceptualization to implementation.
5 Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status.
5 Experience with MS Office products (e.g., Word, Excel, etc.)
Strong Experience working in a team environment
