I.          DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Enterprise Architect, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Enterprise Architect 1 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Health and Human Services (HHSC) Information Technology (IT). 
 
            As a key part of the HHS Enterprise Data Governance initiative, the Data Architect (DA) will be a key role within the Chief Data Office (CDO), reporting to the Chief Data Officer and residing within HHSC's business domain. The overall role of the DA will be to transform complex business processes and activities into technical data and information architecture models (mostly logical and not physical), diagrams, documents used in support of information delivery for governed data.
 
             The following responsibilities indicate the role that the Data Architect will play on the team:
·         Provide meaningful guidelines to create a robust and sustainable information architecture model for HHS for   governed data across multiple agencies
·         Provide guidelines to create various standards as they relate to governed data (which includes metadata, master data, reference data, etc.)
·         Help identify appropriate data sourcing and extraction processes, identify and nominate sources as systems of record for data usage in various applications across all agencies
·         Understand business processes and their impacts on data and information architectures within HHS
·         Help perform root cause analyses related to information issues and non-conformance to published data standards based on review of technical metadata of various source systems
·         Responsible for reviewing changes to technical and business metadata, realizing their impacts on enterprise applications and ensuring the impacts are communicated to appropriate parties
·         Responsible for reviewing data profiling results to ensure source systems are conforming to technical standards as laid out by the CDO as well as ensuring the CDO and the DA are aligned with changing standards which will help modify existing standards, if need be
·         Establish measures to chart progress related to completeness and quality of metadata for enterprise information, to support reduction of data redundancy and fragmentation, elimination of unnecessary movement of data, and improvement of data quality
·         Drive selection of data management tools, and the development of standards, usage guidelines and procedures for those tools will perform highly advanced (senior-level) in-depth computer systems analysis work. Work involves planning, budgeting, and analyzing 
  
 
 
 
WORKER SKILLS AND QUALIFICATIONS
 
            Minimum Requirements:
Years Skills/Experience
5 Experience either with Enterprise Data Architecture or Information Architecture
4 Experience with Metadata and Reference Data
4 Experience with Master Data Management, Data Warehousing and principles and processes, including technical architecture
4 Experience in scoping data work, and creating data strategies and roadmaps
3 Experience with communicating with various levels of the organization from the executive level, IT groups as well as business user groups
3 Develop strategies to improve service development life cycle and data governance processes
        
               Preferences:
Years Skills/Experience
3 Experience in program analysis, software development, care delivery or practice management.
3 Experience with healthcare business process, preferably in a public entity setting
3 Experience working with data modeling tools such as ERwin and/or ER/Studio
3 Experience with enterprise "information” tools like Informatica, Oracle, Tableau, Cognos, BusinessObjects, etc.
2 Experience working in the public sector
