Comptroller of Public Accounts
I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Project Manager, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Project Manager 2 Category, Emerging Technology Type and the specifications outlined in this document for the Comptroller of Public Accounts (CPA).
All work products resulting from the project shall be considered "works made for hire and are the property of the CPA. CPA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. CPA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
Worker oversees and/or performs highly-advanced consultation and analysis of the Comptroller's statewide financials and human resource systems and other related applications including the Centralized Accounting and Payroll/Personnel System (CAPPS). Evaluates business needs, analyzes processes and ensures system documentation reflects current state. Identifies problems and proposes innovative solutions. Provides project management, system expertise and functional support, assists with agency deployment activities, including confirmation of functional configuration set-up and prototyping methodology. Communicates complex concepts clearly, accurately, and effectively both verbally and in writing. Worker works with PeopleSoft technical and functional resources effectively. Worker performs other duties as assigned.
Worker oversees and/or participates in project management, coordination, planning, and scheduling; performs strategic analysis and planning; prepares charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and processes accomplished. Worker provides internal and external training in areas of expertise.
Worker to provide functional expertise for one or more of the following PeopleSoft HCM modules, in a highly customized complex environment: 1) PeopleSoft HCM 9.2 Core HR; 2) PeopleSoft HCM 9.2 Position Management; 3) PeopleSoft HCM 9.2 Payroll, including Commitment Accounting; 4) PeopleSoft HCM 9.2 Time & Labor
WORKER SKILLS AND QUALIFICATIONS:
Communicate effectively and correctly in writing and verbally on a variety of business matters as required
Knowledge of project management methodologies
Knowledge of PeopleSoft Financials, Technical and Functional
Experience in gathering business requirements for large projects
Must possess problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary
Good teamwork skills, ability to collaborate with technical staff and customer staff on the project
Perform related work as assigned
Onsite Requirements: Worker will be required to work on site with the team. Working remotely will be limited and must be pre-approved by the Project Manager/Direct Supervisor
