The Department of Information Resources (DIR) requires the services of one or more System Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC System Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Workforce Commission (TWC).

All work products resulting from the project shall be considered "works made for hire and are the property of the TWC. TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

TWC is upgrading its financial system from PeopleSoft Financials version 8.8 to version 9.2. Since implementing PeopleSoft Financials in 1999, TWC has been using and modifying the Integrated Statewide Administrative System (ISAS) baseline, which consisted of PeopleSoft Financials baseline and Texas statewide modifications made by the Comptroller of Public Accounts (CPA). In TWC's upgrade to version 9.2, TWC will be using the Centralized Accounting and Payroll/Personnel System (CAPPS), which consists of PeopleSoft Financials version 9.2 baseline and Texas statewide modifications made by CPA.

TWC uses the following modules in PeopleSoft Financials: General Ledger (including Commitment Control), Accounts Payable, Accounts Receivable/Billing, Purchasing and Asset Management. TWC uses an Oracle database and AIX servers.

Workers will augment TWC's Finance Functional Support team and lead fit/gap analyses, identify and resolve compare report issues, prepare design specifications, assist with security configuration, develop and execute test scenarios, conduct accessibility testing, prepare procedural documents, prepare and deliver end user training, and provide post go-live support.

10 Experience implementing/upgrading ERP systems
8 Functional support to implement, upgrade or maintain PeopleSoft Financials version 8.8 or higher, with specific experience in at least two of the following modules: Purchasing, eProcurement, Accounts Payable, General Ledger, Asset Management
