Texas Department of Assistive and Rehabilitative Services (DARS).

The Department of Information Resources (DIR) requires the services of one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 2 Category, Core Technology Type and the specifications outlined in this document for the Texas Department of Assistive and Rehabilitative Services (DARS).

All work products resulting from the project shall be considered "works made for hire and are the property of the DARS. DARS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DARS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

DARS, located in Austin, Texas, is a state agency responsible for working in partnership with Texans with disabilities and families with children who have developmental delays to improve the quality of their lives and to enable their full participation in society. DARS is one of several agencies under the Health and Human Services Commission (HHSC).

Currently, as required for Health Insurance Portability and Accountability Act (HIPPA) compliance, International Statistical Classification of Diseases and Related Health Problems (ICD)-9 codes must be converted to ICD-10 codes. ICD-10 conversion involves the following two distinct sets of work for required changes to the:
{C} Division for Early Childhood Intervention (ECI) Texas Kids Intervention Data System (TKIDS) and TKIDS Reports and Data (TRAD) will be implemented to support the use of the new ICD-10 codes by ECI contractors during eligibility determination

The following describes the services the Worker is asked to provide while working with the DARS Information Technology (IT) Business Operations Services (BOPS) team in developing requirements and performing quality assurance (QA).

Work involves development of software requirements and QA for the TKIDS and TRAD applications only in support of the ICD-10 Conversion project. The work could include, but is not limited to the following tasks listed below. The work shall be developed with assistance and input from key DARS management, program, technical, and other parties deemed appropriate by DARS IT as follows:
{C}1. {C}Identifies and documents business processes and system requirements and produces functional and technical specifications as required. Facilitates meetings with the business subject matter experts or end users to formulate business strategies and requirements and translate business needs into actionable system requirements.
{C}2. {C}Elicits business, functional, and non-functional requirements, develop high quality documentation which effectively communicates those requirements to both technical and non-technical personnel, and supports business users in timely resolution of issues.
{C}3. {C}Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis, including coordinating, conducting and documenting requirements-gathering sessions with end users, project stakeholders and development team.
{C}4. {C}Evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
{C}5. {C}Works closely with the Architect, Business Analysts, Project Manager, Quality Assurance, development team, and others as needed to drive successful completion of project deliverables, including assisting with software testing such as systems testing, user acceptance testing, and other functional testing as needed.
{C}6. {C}Communicates and collaborates with customers to analyze requirements and deliver the following artifacts as assigned and needed: requirements specifications; use cases; GUI, screen, and interface designs, including developing requirement specifications according to industry best practices.
{C}7. {C}Serves as liaison between the business units, technology teams and support teams for business analysis, and as the conduit between the customer community (internal and external) and the software development team. Drives and challenges business units on their assumptions of how to successfully execute plans with respect to requirements.

Minimum Requirements:
Years Skills/Experience
5 Experience with eliciting business, functional, and non-functional requirements and developing high quality documentation which effectively communicates requirements to both technical and non-technical personnel
5 Experience with software development projects and the systems development life cycle (SDLC)
5 Experience with development of Test Plans, and creating and executing test cases using automated tools
5 Ability to identify problems and develop solutions
5 Ability to communicate technical concepts to professional and non-technical personnel
5 Demonstrated knowledge of HP Quality Center
5 Demonstrated knowledge of relational database and client-server concepts

Years Skills/Experience
5 Experience with development of business process and workflow diagrams
Knowledge of accessibility requirements including basic Section 508 testing
5 Knowledge of adaptive software including Jaws, ZoomText and Dragon Naturally Speaking
