Scope of Work

The South Carolina National Guard (SCNG) is seeking to award a firm fixed priced contract to provide contractor personnel to perform the duties of a Records Coordinator (RC) for the Army and Air National Guard Military Personnel Records as prescribed by AR 600-8-104, AR 340-21, and DA Memo 600-8-104. Positions require Contractor personnel to train National Guard personnel in the operation and management of records. The SCNG Military Records Warehouse supports historical personnel records for over 30,000 former Guard members and historical documents dating back to the Spanish American War.
Duties include but are not limited to archiving paper copy documents and converting them into electronic copies for storage in the Interactive Personnel Electronic Records Management System (iPERMS) or other future electronic storage database of record.
End State: Contractor personnel to fully train National Guard support personnel in the operation and management of SCNG records capable of operating independently prior to the end of contract period.

Mandatory Requirements:


{C} Supervise the preparation and management of Military Personnel Records using applicable checklists, regulations, policies, and SOPs to ensure the required documents have been posted and are accounted.
{C} Maintain a record holding area and accountability procedure of Military Personnel records as established.
{C} Be able to take hard copy documents and archive records into electronic documents and place them in the proper record.
{C} Be able to handle and answer questions from other agencies on the Military Personnel records IAW AR 340-21, Privacy Act and or AR 25-55, Freedom of Information Act. Notify the proper Privacy Act/Freedom of Information Act Officer on questions from other then military agencies pertaining to military records. Send documents within guidance of the Military Personnel Office (MPO) to other Government agencies through the US Government Client or make available for the requesting agency or individual to pick-up.
{C} Have experience in computer programs such as Microsoft Office Package, RCAS, iPERMS, and scanners.
{C} Provide monthly written reports on status of work, action plans, and work schedules designed to accomplish evaluations and corrective actions.
{C} Provide training on the operation and management of the records management system and warehouse operations if required.


Minimum education high school diploma. Excellent verbal and written communication skills, knowledge of Army National Guard structure, operations, automation systems, regulations, policies, and SOPs. Contractor personnel should also be proficient in MS Office. Have the knowledge of how to scan documents into electronic format.


Contractor personnel must be able to obtain secret security clearance which allows access to the Personally Identifiable Information (Pll). The Contractor personnel must provide the required information for access to the iPERMS, Reserve Components Automation System (RCAS), and other programs and web sites that will be part of their instruction and assistance process to units and former guard personnel..
