Systems Engineer III

Responsible for the planning and engineering of an organization's systems infrastructure. Includes the implementation and design of hardware and software. Monitors the performance of systems. Typically requires a bachelor's degree in area of specialty and at least four years or equivalent experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.
We anticipate approximately two months worth of work to complete the project, although there may be some flexibility in hours and some part-time efforts after the initial two month period.
The analyst MUST be proficient in use and development of JBoss Operation Network in a Microsoft Windows environment. This work requires a high degree of system specific knowledge and a background in the technologies being incorporated into new architecture.
This engagement will provide consulting services for the Client/OHA Office of Information Systems (OIS) OR-Kids System. OR-Kids is the State's Child Welfare SACWIS (State Automated Child Welfare Information System) for the State of Oregon. The OR-Kids technical team is in the process of upgrading to new Microsoft 2012R2 servers and as part that effort we are upgrading to current versions of Red Hat JBoss Enterprise Application Platform (EAP) and Red Hat Enterprise Web Server (EWS) and installing a new instance of the JBoss Operations Network (JON).
During a previous engagement, Red Hat delivered a Current State Analysis of OR-Kids interfaces and an OR-Kids Interface System Migration Plan that included a high level ESB architecture and a work breakdown structure of task for modifying OR-Kids ESB interfaces to run in Fuse. OR-Kids currently maintains and Technical Account Manager Contract and licenses for all software.
The purpose of this proposal is to procure the services of an Analyst who can review, implement and mentor the OR-Kids staff with the implementation of the JBoss Operations Network on the new and existing infrastructure.
The Analyst will provide technical direction for infrastructure development and configuration tasks including review of work products for correctness, delegation of implementation task and adherence to the design concepts ensuring a successful migration to the new infrastructure. The Analyst should be proficient in use and development of JBoss Operation Network in a Microsoft Windows environment. This work requires a high degree of system specific knowledge and a background in the technologies being incorporated into new architecture.

The scope of this effort includes services necessary to provide expertise and support to effectively complete the implement of the JBoss Operation Network for system monitoring in the new infrastructure and to provide comparison data from the legacy system.
This effort includes work in three separate environments.
New Operations – The new operations system consists of three sub systems. Integration/QA, UAT/Business Replication and Performance Testing. The new operations system consists of:
Many of the components necessary for the system have been installed and are actively being used. These components may only require review and configuration updates or recommendations. Many of these tasks require repetitive task the must be done on multiple agents, servers and services. It is expected that the analyst will review the work necessary to complete the task, determine the work necessary to complete the task, implement the task on one or more instances, provide the steps or instruction necessary to complete the task and then turn the remainder of work over to the OR-Kids technical staff who will complete the task on the remainder of the instances and finalize all documentation.
The Analyst may have access to confidential client information during the performance of this engagement. The Analyst will ensure that all information is tightly controlled and remains within the State of Oregon government domain.
