Project Manager - CPIC Portfolio Manager

Portfolio Manager - Capital Planning and Investment Control (CPIC)

MUST:
Experienced Portfolio Manager/Enterprise Resource Planner (CPIC)

5-10 years of IT experience; including 4 years of CPIC/PFM experience with supplementary experience in capabilities assessment and drafting, interpreting and analyzing IT related policies
Demonstrated experience in CIO and IT Strategy services (e.g., CPIC, IT Portfolio Management, and IT Project Management) within the Federal Government
Knowledge of the CPIC process, Major IT business cases, the IT Portfolio Summary, the federal appropriations cycle, and IT portfolio management best practices and tools
Strong quantitative skills and comfort working with, analyzing, and synthesizing budget and program data
Experience with National Guard roles, missions, forces, and operating authorities (preferred)

Experience with DoD IT Investment management systems: APMS, EITDR, DITPR, and SNaP-IT (preferred)
Bachelors Degree

DUTIES:

Work with the client to align NG-J6/CIO and DOMOPS resource requirements to strategic goals and objectives and provide leadership with insight into current and emerging risk
Ensure that investments are appropriately accounted for and reported correctly through Service mechanisms, i.e., Army Portfolio Management System (APMS) and Enterprise IT Data Repository (EITDR), through DoD IT Portfolio Repository (DITPR), and consolidated into Selective and Native Programming Data Input System for Information Technology (SNaP-IT)
Work to improve internal and external governance, policies and processes for managing NG Joint IT systems as a portfolio
Establish POAMs, implementation guides, and remediation recommendations to align IT investments with DoD Strategic Initiatives
Participate in NG Joint strategic, capability assessment and development, and resourcing processes to ensure DOMOPS requirements are addressed as a portfolio
Work to identify and engage relevant Management Decision Package and external PPBE process owners and Joint Staff community members to support NG-J6 and Joint IT goals and objectives
Support the NGB-J6/CIO through attendance at governance meetings in order to identify process gaps and issues and make recommendations for achieving efficiencies across the whole of NGB
Make recommendations regarding relevant Key Performance Parameters in order to inform NGB-J6/CIO investment decisions based on performance metrics and associated risk
