Job description
The incumbent of the Managers position is responsible for the day to day oversight and direction of an IS Technology or Application group of 5-10 FTE's or one or more project managers in a complex healthcare environment. Through the management of staff, the incumbent will provide IS support, develop and implement technology and application development projects and manage all routine maintenance activities. This position requires the incumbent to define budget and training requirements for his or her program area, report and manage work schedules and risks and provide leadership to staff. Additionally, the incumbent will facilitate and coordinate activities with the business and technology community, participate on program planning teams and proactively develop and manage the development of IT efforts, policies and procedures and methods. Will be able to manage 4-6 concurrent projects.
Required Qualifications:
  • Minimum of a Bachelor's degree.
  • 5 to 7 years of experience.
  • Emphasis on applications development, and package installs or technology planning and implementation.
  • Excellent verbal and written communication skills.
  • Preferred certifications as applicable to the area of responsibility.
  • Requires strong interpersonal relationship skills.
  • Assists the director in IS strategic and tactical planning including setting priorities, coordinating and reporting program status and issue resolution.
  • Coordinates training across the supported product lines, including the development of staff training and development programs.
  • Works cooperatively with all user groups and affected IS units to coordinate plans and activities including development projects that involve systems, the coordination of software upgrades and the installation of new products.
  • Provides weekly and monthly reports on activity status as well as forecasts of resource utilization.
  • Recognizes and identifies areas where existing policies, procedures and activities require change, or where new ones need to be developed, especially regarding future applications or technical initiatives. Proactively defines and recommends required policies and procedures.
  • Facilitates the development and maintenance of application or technology-based systems, which are designed to support hospital real time operations and/or provide information in a timely and efficient manner.
  • All discretionary and non-discretionary activities will support department activities according to the policies and procedures of Information Services.
  • Participates with vendors in the assessment of applications or technologies, including beta and field test participation.
  • Evaluates and recommends state-of-the-art development and monitoring tools to achieve the most efficient mix of system design and software tools to produce maximum cost effective utilization of IS resources.
  • Fulfills department requirements to provide work coverage and administration notification during periods of personnel illness, vacation or education.
  • Ensures on-call support is provided as required.

Preferred Qualifications:
  • Perform other duties or assignments as designated by management.
  • Management experience in Information Systems department
  • Experience with Information Systems project management and implementations
  • Experience with hospital clinical information systems
  • Technical expertise - must understand complex network operations needed to deploy and maintain clinical information systems; i.e. network and server system requirements; design of push package for large deployment; security and HIPAA regulations; device connectivity to system applications
  • Must be able to collaborate with IS Network Infrastructure teams to assist with daily operations of clinical systems
  • Understanding of basic hospital operations
  • Ability to show leadership and collaboration in liaison relationships with hospital business owners, as well as with internal department leaders
