Job description:
The Business Analyst (BA) acts as a liaison among stakeholders in order to understand the structure, policies, and operations of the Department or Division and to recommend solutions that enable the Department or Division to achieve its goals. The BA's responsibilities include completing process maps identifying current and future processes, gathering end-user requirements for solution needs, (including the creation of use cases), and completing technical screen design for applications. The Business Analyst must have a detailed understanding of the business processes and procedures as well as the technical aspects of the Department's or Division's systems.

General Technical Skills:
  • Effective Requirements gathering – work with the vendors and City stakeholders to clearly understand, define and document business requirements.
  • This skill requires intuitive thinking, asking the right questions and listening effectively so that comprehensive and complete requirements are created.
  • Develop Business Designs – combining the business requirements and the system's capabilities.
  • Process documentation – create and maintain process documentation.
  • Training documentation – maintain training documentation in a timely manner.
  • Testing - planning, execution and tracking results of testing activities.
  • Implementation - planning and execution of implementing system changes.
  • Post Implementation Verification – confirm system and data integrity.
  • Coordinate – between the user community, City stakeholders and vendors to agree upon and prioritize tasks, follow standards, communicate effectively, and provide services to meet the business needs effectively and efficiently. Conduct meetings to address risks, issues, etc., when needed.

Required Software Specific Skills:
  • The City of Charlotte is seeking a contract Business Analysts for multiple small to medium projects involved with integration of the City's financial system (Tyler Munis) to other applications, creation of SSRS reports based on Munis SQL views, and the creation of a data warehouse for financial data reporting and analysis.
  • The assignment of work to contractor's or city staff will depend on the project, staff availability and the unique skill sets the contractor may possess.

  • The Business Analysts will be responsible for providing implementation of the integrations and serving as a liaison between city departments and Information Technology.
  • This role will translate business needs into formal requirements and associated process flows that drive the integration's configuration, design and documentation, testing, and training materials.
  • This role is also responsible for performing problem solving and conflict management techniques; planning work strategies; prioritizing multiple tasks; participating in application testing and QA; designing end-user reports; maintaining testing and training documentation and contributing to key user training sessions.
  • The Business Analyst will work closely with department policy owners and key departmental users to ensure the systems and processes are meeting business requirements.
  • The position reports to the ERP Functional Lead.
