Job description:
We are seeking an IT Project Manager (PM) with experience in managing IT specific Projects from inception to closure. Experience in change management, building project plans, administering test plans and ensuring the final IT project outcome achieves originally defined objectives in the Project Charter. The IT PM will be responsible for leading large, projects or multiple medium-scales IT projects while supporting the PMO. The PM will manage Project Team Members (e.g., Business Analysts, Project Coordinators, Technical Resources, etc.) and work with the PMO leadership team in the implementation and use of the project management best practices (procedures, processes, templates, tools) that are required by the PMO governing bodies to support the planning and execution of project(s). The PM is accountable and responsible for ensuring that project results contribute positive business value, meet agreed upon scope, cost, and schedule and benefit objectives. This includes looking outside of project boundaries for integration and inter dependencies to achieve project goals. It also includes conveying the important relationship of the project to the wider program and organizational performance objectives. Through structured governance, the PM enables appropriate initiating, planning, executing, monitoring and controlling and closing for the project to achieve project benefits. The PM establishes and communicates project goals and directs team activities. The PM is responsible for managing integration, scope, time (schedule), cost, quality, resources, communication, risk and procurement activities and deliverables.

Responsibilities:
  • The position is responsible for managing the Department's or Division's technology projects and representing the City as a team leader on various project teams as appropriate to ensure project objectives are accomplished.
  • Key responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the constraints of cost, time, scope, and quality. Responsibilities also include review of project proposals to determine goals, time frame, funding limitations, and procedures for accomplishing project; development of documentation for scope, requirements and design of project; development of project plans specifying goals, strategy, staffing needs, and allotment of resources; identification and scheduling of project deliverables, milestones, and required tasks; assigning duties, responsibilities, and scope of authority to project personnel; directing and coordinating activities of project personnel; preparing project status reports; and planning, executing, and closing project.
Additional responsibilities include but are not limited to:
  • The IT Project Manager will be responsible for providing project management for Information Technology projects and will be expected to follow City of Charlotte Enterprise PMO processes from project inception to closure.
  • Strong communication and customer interaction skills are required due to the Enterprise nature of projects.
  • Create a detailed project plan and schedule that is attainable based on available resources and other unique critical project dependencies.
  • Oversee the creation and execution of test plans for upgrades and future project implementations.
  • Create, maintain and update documentation in relation to Enterprise PMO guidelines.
  • Follow documented Change Control procedures and processes.
  • Proactively identify and manage risk
  • Oversee exceptions and unresolved issues and monitor progress by designated issue owners.
  • Interact with internal departments on timely, accurate resolution to their IT question and the project objective.
  • Evaluate project impact as it relates to training or other requirements or needs
