Project Manager

The Project Manager II (PM II) is responsible for the successful delivery and execution of all aspects of complex projects or multiple, medium-scale projects, and/or programs. The PM II executes complex projects from the original concept through the final implementation.

The PM II Identifies and proactively drives high quality project deliverables, dependencies and critical path items and operates as a critical liaison between IT and business executives/sponsors. The PM II must build a cohesive project team/s, clarify the goals of the project/s and establish clear project objectives. The PM II is responsible for performing a decomposition of a business need into a project initiative, overseeing the chartering, execution and closeout of the project as well as overall project communication, governance, skills and training, organizational change management, cost and schedule management. The PM II coordinates and prioritizes project resources across projects, departments and entities to ensure that resource contention is managed. The PM II adheres to the established project management methodology and standards while carrying out their responsibilities and ensuring the project direction is aligned with enterprise standards and strategies. Primary measures of success include project budget, schedule, and scope.

Responsibilities
Assessment and Selection
  • Estimate the impact of new or modified services in terms of cost, capacity, contingency, infrastructure, and one-time vs. ongoing resources for the project.
  • Conduct feasibility studies and confirm resulting business unit decisions.
  • Consult with senior leadership to ensure strategic alignment of projects with corporate priorities.
  • Support and actively participate in planning sessions done in concert with Agile/Scrum teams.
  • Accountable for effective coordination of deliverables with many Agile/Scrum teams to ensure that business partners are achieving the value delivery they are expecting.
  • Collaborate and partner closely with Scrum Masters and Product Owners to manage the dependencies between projects and many Agile/Scrum teams.
  • Support the leadership decision process through the creation of project charters, scopes, risk assessments, budgets and IT Value (ROI, IRR) discussions.
  • Manage project risk and change management for assignments. Lead or independently assess inter-project dependencies and gauge the financial impact and risk to the project.
Work Planning and Resource Management
  • ​Lead efforts to develop work plans, schedules, project estimates, and resource plans. 
  • Lead efforts to provide accurate and timely project status reports.
  • Lead the design, development, and implementation of business perspective work plans to determine the required tasks and resources for complex projects spanning multiple business units
  • Develop and manage project financial plans, including regular updates to track estimates, plan, and actuals against an approved project budget.  Identify project financial risks and/or issues, taking appropriate actions to mitigate.
  • Manage internal and external (vendor) project resources in a matrixed or direct mode within a distributed environment.
  • Select and negotiate with vendors; approve vendor deliverables and payments.
  • Provide appropriate performance feedback for project team members.
  • Coach and mentor project team members on best practices, including solution delivery and IT value 
  • Provide input around the hiring, supervising, training and promotion of candidates as needed.
Delivery and Monitoring
  • Lead large scale projects within time, budget and specification constraints.
  • Demonstrate competency in coordinating all aspects of a large, complex project.
  • Coordinate project/program(s) with other on-going efforts inclusive of aligned strategic programs and/or portfolios.
  • Manage the scope change process and issue identification/resolution with all stakeholders.
  • Serve as the project interface between IT and business units to ensure collaboration and coordination between all stakeholders.
  • Monitor and communicate status to senior leadership. Communicate with and incorporate feedback from customers.
  • Craft and implement communication plans requiring cultural change within the organization.
  • Identify and anticipate risks and issues. Facilitate resolution, mitigation, and appropriate escalation to senior management.
  • Define quality standards and ensure compliance.
Required Skills:
  • Bachelor Degree, master degree preferred in Business, Mathematics, Computer Science
  • 8 years’ experience as a Project Manager.  Financial services project management preferred
  • Defined project methodologies within diverse project types (waterfall, Agile/Scrum, SDLC etc.)
  • Preferred: PMP designation Financial services project management preferred.
Other Critical Factors
  • Credibility; proven ability in a leadership position
  • Ability to translate complex business needs into a structured project planning process
  • Ability to work within diverse team structures, remote team environments and intense time frames
  • Experience with MS project (or other project tracking systems) in building, updating and maintaining work plans
  • Experience with MS Office suite
  • Experience with an Agile management software (eg. Agile Central), and other resource management software (ie HP PPM).
