Director of Data Engineering

Insurance's Personal Lines Business Intelligence and Analytics (PLBI) team is seeking a Director of Data Engineering. The Data Team is responsible for supporting the data needs within the broader Personal Lines organization. This data empowers Product Managers and Leaders with improved insights and enables more optimized decision-making, which ultimately leads to an increased competitive advantage. The primary responsibilities of the Director of Data Engineering are the development and oversight of data preparation utilizing both internal and external data, consultation as SME of available data sources, code optimization services, and adhoc data request support. In addition, this role will provide managerial oversight of the existing Data Engineering team as well as provide strategic guidance on the development of the Personal Lines Data Assets. This role will work closely with the leaders of the PLBI Info Delivery and Analytics Teams in addition to business customers in various cross functional areas including Product Management, Predictive Analytics/Research, internal and external data suppliers, Information Management (IM), peers, and a wide variety of Hartford personnel at all levels to design, build, and deploy repeatable processes and marts that enable and support analytics. The Data Engineering Team plays a critical role in enabling users of all technical levels to easily access quality data, which ultimately empowers a data driven culture.

Responsibilities include
  • Utilization of tools such as Informatica, B2B, PL/SQL, Hadoop, etc.… to develop complex data assets that support organizational decision making via prototyping, data discovery, profiling, etc.…
  • Leads the design of data solutions and performs analysis of existing data assets resolving any business and technical questions or issues
  • Manages professional employees and/or supervisors or supervises large, complex technical or business support or production operations team(s). Is accountable for the performance and results of a team within own discipline or function.
  • Partner with IT to oversee implementation of data assets.
  • Adapts departmental plans and priorities to address resource and operational challenges. Decisions are guided by policies, procedures and business plan; receives guidance from senior manager. Provides technical guidance to employees, colleagues and/or customers.
  • Is recognized as an expert in own area within the organization. Requires specialized depth and/or breadth of expertise.
  • Oversees the integration with the adherence of data quality and governance standards with those data assets which are developed.
  • Working with large and complex data marts (Hadoop, oracle, Teradata SAS, SQL Server).
  • Pulling together data from multiple, sometimes disparate, data sources.
  • Provide subject matter expertise about the data (sources, elements, variables, etc.). This would be used to answer business user questions, provide recommendations, or to support strategic initiatives.
  • Collaborate with Information Delivery and Performance Analytics teams to design the appropriate technical solutions to fulfill business needs.
  • Design, analyze, develop, code, test, debug, and document Python, R, SAS/SQL programming, which delivers data environments to meet the analytic and modeling requirements for various areas of Personal Lines.
  • Put in practice well developed data analysis techniques with the ability to apply these practically and appropriately to help solve complex issues.
  • Program in Python, R, Pig to develop end to end data preparation processes
  • Program SAS and SQL data validation checks and listings to identify data discrepancies.
  • Program SAS and SQL checks to integrate and reconcile data from external sources.
  • Hands-on experience with Unix Shell Scripting.
  • Assist with the creation and enhancement of a cross-functional database systems.
  • Partner in the development of data quality KPI's and establish processes to continuously monitor data quality.
  • Oversee the support of production support activities and resolve production Incidents.
  • Ability to identify opportunities and innovative ideas and communicate them effectively.
  • Ability to transpose reporting and analytics business requirements into technical solution requirements utilizing solid documentation practices.
  • Accurately plan, track, and strive for adhere to project deliverables, timeline, and resource needs.
  • Effectively communicate project status to customers of all levels, across a variety of cross functional areas.
  • Knowledgeable in and ability to adapt to various development methods, including agile, waterfall, scrum, etc.
  • Interact with other business intelligence/data management teams across the enterprise to share knowledge, driving continual improvement to our data structures, tools, process, and team.
  • Coordinate with others across the Enterprise to identify alternate data sources and tools that may help bring valuable information to customers. Work with IT/IM to gain access to that data and tools as needed.
  • Collaborate and partner with broader PLBI team to enable self-service data extraction and exploration in addition to supporting the business analytics and reporting needs.
  • Follow and enforce Enterprise Data Governance standards. Participate in various data governance forums (Personal Lines Data Governance Council, Enterprise Data Governance Council, etc..). Proactively suggest improvements to governing bodies. Actively participate in work streams to continuously improve data governance practices.

Qualifications
  • Bachelor's Degree in one of the following: Computer Science, MIS, Economics, Statistics, Finance, or related field or comparable work experience.
  • Strong familiarity with data warehousing environments, specifically Teradata, Hadoop, Oracle, SAS, and SQL Server.
  • Strong knowledge of data modeling and database design for operational as well as analytical systems.
  • Working experience with Big Data technologies and concepts on a Hadoop platform (e.g. Scoop, Hive, Pig, NoSQL, etc…) a plus
  • Proven experience working with emerging data centric technologies such as data virtualization
  • Proven ability to choose and effectively utilize data wrangling technologies
  • Strong knowledge of dimensional database structure
  • 4+ years Python, R, SAS programming experience. Certification is a plus.
  • 8-10 years of data manipulation and/or development
  • 3-5 years of experience in the P&C insurance industry; knowledge of Personal Lines business and products is a plus.
  • Strong knowledge of SQL in Oracle / Teradata. Familiarity with R a plus.
  • Experience with Teradata Utilities such as BTEQ, FastLoad, MultiLoad, FastExport, Tpump, etc. a plus.
  • Knowledge of version and revision control practices and procedures.
  • Working knowledge of Unix, Ultraedit, Putty, Winscp386, Trillium, Toad, MS Office applications, SVN – Tortoise.
  • Capable of working at a broad technical level in all phases of the application systems project life-cycle, and must be able to apply business knowledge and technical skills to systems development.
