Job Description:
Under general direction, interfaces with the customer in developing requirements for major projects of considerable complexity; prepares system design specifications; conducts research to resolve customer initiated issues related to Medicaid claims processing; and coordinates and manages project teams in the development of large multi-system, multi-platform projects. Essential Functions: o Works closely with customer to develop requirements for major projects of considerable complexity. o Prepares general system design specifications. o Creates, reviews, analyzes and estimates project requests. o Performs research and analysis of customer initiated inquiries and requests, leveraging extensive programming experience and utilizing technical tools as necessary to debug/analyze problems. o Fields direct questions from Operations Staff regarding business, technical and operations rules. o Develops technical solutions to complex business and system problems. o Leads development teams through project implementation. o Provides excellent customer service to internal and external customers handling all aspects of client relations concerning technical projects, including notifying the client of implementation schedules and coordination and assistance in presentation of results. o Provides leadership by mentoring others and sharing business and system knowledge. o Reviews and validates test results per requirements. o Understands other MMIS changes in process that may impact the customer, and notifies the customer of such changes well ahead of their implementation. o Understands the connections between multiple State initiatives and their cross-impact. o Vendor Management: Provides single point of contact for various vendors (software and interfaces). Coordinates installation, upgrades, problem investigation and resolution. o Supports Integrated Test Facility (QA), as needed.

Knowledge/Skills/Abilities: o Knowledge of policy for Medicaid and other State health programs; Ability to interpret policy and translate into system requirements o Excellent written and verbal communication skills o Excellent problem solving and analytical skills and attention to detail o Ability to manage multiple projects at a given time and adapt to changing priorities and manage workload accordingly o Hands-on programming experience with some combination of the following: COBOL, VSAM, DB2, JCL; Ezytrieve Plus, SQL PLUS; Visual Studio.NET, VB.NET, C#.NET, SQL, ASP/ASP.NET; Website design experience using HTML, DHTML, XML, CSS, Javascript, Adobe Photoshop or Dreamweaver; MS SQL Server 2005/2008 and/or Oracle 8i/9i. Working knowledge with Windows operating systems and MS IIS; Sharepoint; SSIS (SQL Server Integration Services), Microstrategy, Microsoft ACCESS and Excel o Ability to abide by policies o Ability to maintain attendance to support required quality and quantity of work o Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA) o Ability to establish and maintain positive, effective work relationships with clients, coworkers, customers and development staff.
