Data Migration Manager

  Scope of Work:
 
  1. As part of the Montgomery County Maryland Electronic Courts (MDEC) project manage all aspects of the data migration efforts of the Montgomery County Circuit Court (CCT) from the current legacy system to a Microsoft SQL Server environment. 
  2. Report directly to the Integrated Justice Information Systems (IJIS) Program Director and functionally to the Circuit Court Administrator
  3. Manage for all aspects of the data migration efforts for the Montgomery County Circuit Court (CCT) Maryland Electronic Courts (MDEC) project
  4. Meet with CCT functional and technical subject matter experts and MDEC vendor to understand the requirements and needs of the conversion.
  5. Develop data conversion requirements / design and lead the development, testing, and execution of the migration with the goal of establishing a repeatable and continuous migration process that allows for a seamless migration of data that was added in the source system after the initial migration step.
  6. Develop and manage the project plan and schedule to meet the objectives, budget and timetable of the migration
  7. Support the CCT technical team in data analysis, leveraging legacy data sets and provide the results of the analysis to stakeholders, regularly, to identify any data correction needs and/or creation of business rules for effective data migration. 
  8. Support data cleansing efforts of amending or removing data in legacy database that is incorrect, incomplete, improperly formatted, or duplicated
  9. Perform as the liaison to facilitate discussions between CCT technical and functional teams, the MDEC vendor and the IJIS team as necessary.
Work onsite at the Circuit Court location, meet with the IJIS team as necessary and/or requested

 Qualifications / Experience of proposed staff
  • Project Management experience with proven record of accomplishment in all aspects of the software development life cycle
  • At least eight (8) years of hands-on experience performing large scale data migration of mainframe and relational data, including identifying and analyzing source data, transforming source data into the required format, loading the transformed data into the target system and validating all source data is tracked and transformed and establishing continuous iterative migration process.
  • Hands on experience with ETL and other tools used for data migrations
  • Proven experience in handling meta-data as data in performing analyses, transformation and load, thus streamlining ETL process
  • Proven experience with data extraction, analysis, and reconciliation over multiple review and test cycles
  • Microsoft SQL Server 2012 or above/Windows Server 2008 or above experience
  • Excellent SQL query / tuning experience
  • Excellent programming skills and significant experience in writing SQL procedures to address complex data validation and transformation requirements
  • Sound understanding of data reconciliation processes and methods for ensuring high quality converted data for a successful and timely transition from the legacy system to the new system.
  • Solid facilitation skills
  • Strong ability to put together high level and detailed presentations to the technical and non-technical audiences
  • Excellent communication (oral / written) skills to interact with both technical and non-technical users.
  • Willing to work independently and/or as part of a team
  • Ability to manage multiple priorities effectively.
Following skills would be a PLUS:
  • Experience in a court domain
  • Experience with State or local government projects
  • Experience with Oracle database and related programming tools
  • Experience with scripting languages and demonstrated ability to write complex scripts to facilitate data transformation and load
Experience with object-oriented languages (such as C++ and/or Java)
