Proposal Writer (Federal)

Responsible for working independently and responding to Request for Proposals (RFPs). 
Develop proposal outline, compliance matrix, and proposal schedule.
Develop and write executive summaries, past performance, transition plans, staffing plans, QA plans, resumes, etc. in response to Request for Proposals (RFPs).
Prepare responsive and convincing proposals and presentation materials (i.e. RFPs, RFIs, corporate overviews, white papers, case studies, business letters, etc.).

Develop proposal required section in compliance the RFP requirements/outline and capture the winning strategy, functions/features of our approach, winning theme, identified discriminators, and customer hot buttons.

Have exceptional written communication skills, including conveying technical information and complicated ideas into a winning and compelling story.
Develop written responses and re-writes/edits (i.e.; drafts, revisions) as necessary to demonstrate Powertek competitive strengths while utilizing existing library for core content.
Maintain a consistent company image and brand through the creation and use of templates, presentation materials, graphics, supporting tools, and a past proposal library
Possess the ability to translate complex concepts into layperson narrative.
Have a solid work ethic, ability to balance workload, manage multiple projects and meet/beat deadlines, while maintaining a keen eye for detail and professional communication with stakeholders (internal and external).
Bachelor’s degree in English or related field.
Three or more (3+) years of experience in Federal government IT proposal development.
Proven track record of successfully writing large proposal efforts in the federal government arena and an understanding of the federal sales cycle and federal procurement and acquisition process (including FAR).
Strong writing skills, namely a command of grammar, syntax, diction, and the conventions and best practices of writing a variety of technical documents
Demonstrated ability to identify key components of an RFP and use them to develop a customized checklist, style manual, acronym list, and other tools to ensure compliance for each proposal effort.
Knowledge of formal proposal management methodologies and processes, such as Shipley.
Understanding and integrating industry certifications/standards such as CMMI and ISO into the proposal. 
Coordinate proposal reviews, ensuring compliance with solicitation requirements.
Expert ability with MS Word, PowerPoint, Adobe Acrobat, and design software.
