The Contract Specialist is responsible for end to end subcontract administration, including supporting development and review of work specifications, solicitations, price/cost analysis, subcontract modifications, routine correspondence and developing compliant file documentation. The Contract Specialist is responsible for activities concerned with contracts for purchase or sale of equipment, materials, products, or services. The Contract Administrator may negotiate contracts with vendors. The Contract Specialist is responsible for examining performance requirements, delivery schedules, and estimates of costs of material, equipment, and production to ensure completeness and accuracy. The Contract Specialist reviews bids from other vendors for conformity to contract requirements and determines acceptable bids. The Contract Specialist requires moderate skill sets and developing proficiency within discipline and conducts tasks and assignments as directed. The Contract Specialist works under moderate supervision with some latitude for independent judgment. 

  1. 25 %: Works with Project Managers to ensure timely processing of subcontract requisitions through processing or preparation of Request for Quotes (RFQ), and/or Request for Proposals (RFP)
  2. 25%: Receives subcontractors' responses to RFQ/RFP and determines each subcontractor's ability to meet Company and Procurement requirements including preparation, price/cost analysis and any negotiation memorandums. Point of contact for vendors. Prepares subcontract MODs and SOWs, and issues labor PRs to the Senior Manager, Procurement.
  3. 25%: Works with Procurement team and Program Director(s) to create unlimited and enterprise licenses agreements. Works with teams to analyze current license use and potential growth to determine the need and costs of current licenses.
  4. 15 %: Responsible for the administration of subcontractor's agreements for internal and external record keeping and audits. Applies ICF's values, best practices, policies and procedures.
  5. 10%: Regularly interacts with program management, contracts, project control, finance, business development to clarify and ensure data is accurate.

Bachelor's Degree
Course of Study/Major: Eight (8) years of additional experience, applicable training and/or certifications may be substituted for a Bachelor's degree.

Related Work Experience: 4-6 Years
The work experience / skills / abilities required to perform the job effectively.
• Excellent analytical and organizational skills.
• Experience in reviewing and negotiating Terms & Conditions and Subcontractor cost/price proposals for various types and complexity of contracts. Ability to work cross-functionally with contracts, program personnel, management, subcontracts, and various other disciplines.
• Strong analytical, problem-solving, organizational, critical thinking, decision making capabilities, verbal, interpersonal and written communication skills.
• Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy
• Must be knowledgeable in the FAR and DFARS
• The ability to be a strong team player.
• Working knowledge of technical applications; including MS Office and Deltek CostPoint.


This position is an individual contributor and has no supervisory responsibilities. Provides functional expertise through day-to-day work tasks. Works under the supervision of management.
