Job Title: Network Engineer I Pay Grade: Grade Score: Department: Tech & Innovation Safety Sensitive: No Reports To: Technology Manager FLSA Status: Exempt Summary of Job: Responsible for installing, maintaining and supporting computer communication networks within the JTA. Ensures the smooth operation of communication networks in order to provide maximum performance and availability for the users.
Essential Job Functions:
ITS Functions: • Assist in troubleshooting network and connectivity issues for Ticket Vending Machines (TVM's) • Repair, replace and troubleshoot the hardware in our Totems outside in the elements [Roadside Real Time Passenger Information System (RTPI) Kiosk] • Work remotely and onsite to our RPASS partners and ensure that the units remain operational. Also responsible for setting up new stores. • Assist the bus maintenance technician with all aspects of connectivity related to network connectivity of the buses for both the WiFi mess network in the bus yard, and with cellular communications where assistance is needed. • Maintains the communications at the JTA Ferry. • Manage, coordinate, and maintain the fiber optic connectivity for the Transit Signal Priority (TSP) System with the City of Jacksonville (CoJ).
IT Functions: • Maintain all network equipment (routers, switches, wireless Client) and security solutions including (firewall, intrusion detection, and access controls). • Performs workstation administration and management-setup, configuration and support of both the workstation hardware and software. This will include Operating System installation, configuration and upgrades, application installation and configuration, hardware upgrades and hardware/software troubleshooting. • Work service desk tickets as available to ensure tickets are resolved in a timely manner. • Support System Engineers with installation and maintaining server hardware and software infrastructure. • Troubleshoot fiber connectivity issues; knows different types of fiber cables and connecter. • Troubleshoot network routes and understand different routing algorithms (OSPF,BGB, and Static). • Troubleshoot, manage and work on the day-to-day servicing of the Avaya phone system. • Work with outside organization (CoJ, Telecommunication, ECT...), to ensure we maintain connectivity at all times. • Work inside storage closets to ensure proper management standards.
• Sets up user accounts, permissions and passwords. • Monitors network usage. • Ensures that all IT equipment complies with industry standards. • Participate in after-hours support rotation. • Undertakes routine preventative measures to implement, maintain and monitor network security. • Provides training and technical support for users with varying levels of IT knowledge and competence. • Performs upgrades, sustains and maintains areas of network operations. This could include tasks associated with, Exchange, Outlook (including Web Access), Active Directory, DHCP, WINS, DNS, NAT, VPN, SAN, NAS, Firewall, backup and recovery, and security. • Maintains/upgrades/analyzes/troubleshoots network and end user problems. • Provides supervision to vendors as needed. • Monitors employee's web usage. • Installs, configures and monitors network device hardware and data communication systems throughout the local and wide area network. • Analyzes WAN bandwidth usage and forecasts future requirements.

• No direct reports.
Compliance: • Responsible for completing all mandatory training classes. • Responsible for reviewing and complying with all JTA policies, procedures and directives. • Safe driving record required. • Valid Driver's License required.
Position Profile: Required/ Preferred Experience:
Bachelor's degree in Information Technology, Computer Science, Management Information Systems, or equivalent experience in a related field. Minimum of 4 years related experience with Server Administration, Network Administration, Applications and Help Desk Support. The following certifications are preferred – Certification in Cisco, Watch Guard firewall, Extreme Networks, Wireshark, Security +, TIA Network +.
Knowledge, Skills & Abilities:
• Understanding of enterprise level networking concepts, function, protocols and interactions for the local and wide area environment; • Knowledge of DNS, TCP/IP, DHCP, Sniffers, protocol analyzers, QoS, NAT, Routing protocols such as, OSPF, BGP, VoIP protocols such as, SIP, H323, Network Access Control, NAC, Endpoint management, Network Management software, SSL VPN, IPsec VPN, PPTP; • Working knowledge of various server hardware including, but not limited to SCSI controllers, SCSI enclosures, RAID technologies and configurations; • Working knowledge of Windows Operating System; • Networking infrastructure skills to manage, switches, cabling, wireless, routers and other network related peripherals;
• Ability to work independently as well as part of a team; • Strong research, creative solution making and problem solving ability; • Ability to work evenings, weekends, and on-call as needed; • The ability to handle multiple tasks concurrently, moving from task to task without loss of efficiency and composure. • Experience with Remote Desktop Solutions (Citrix, Terminal Services). • Experience working with Performance Monitoring Software. • Experience implementing and managing Active Directory, network shares, printer management, and networked applications.

Safety Requirements: The Jacksonville Transportation Authority is a public transit service provider governed by requirements of the Federal Transit Administration (FTA).
