Emergency Management Program Manager

Project Overview:
  • This role will support the company's Emergency Management department.
  • The individual will support the Director of Emergency Management in development of strategic plans and program documents such as, policies and procedures including support of the company's Emergency Management Program.
  • The manager will also identify opportunities for improvements in plans, procedures, and improving Preparedness, Response, Recovery and Mitigation programs.
  • The manager will also have a critical role in assisting the Director in the development of a sustainable Emergency Management Program (EMP).
Functions and Responsibilities:
  • Assist the Director of Emergency Management (DEM) with the development, revision, and implementation of the NYS organization Emergency Management Program (EMP) incorporating industry best practices and suggestions from internal and external stakeholders.
  • Support the DEM and company's Executive staff serving as a technical liaison during Emergency Situations.
  • Assistant in the development, implementation, maintenance, and review of the policies, and procedures supporting the company's EMP.
  • Assist with the development and operation of the company's Emergency Operations Center (EOC), Assist Division Engineer (DCEs) with the development of their Operations Centers as needed.
  • Assist the DEM in developing and managing the Emergency Management work plan.
  • Interface directly with the stakeholders (internal and external) during program development, program maintenance, and emergency situations.
  • Develop and maintain detailed checklist, SOPs and necessary appendices to documents of the agency EMP.
  • Compile and ensure specific demographic information regarding company facilities (including: maps, locations, demographics, hazardous materials, scope and size, etc.) is accurate and current should it be required when responding to a major emergency.
  • Coordinate with Program Managers, DCEs and Section Superintendents with development and implementation of EMP initiatives.
  • Assist with the development and conduct of training, drills and exercises to ensure plans, procedures and associated documents are validated and that company's personnel can perform their duties during emergency situations.
  • Manage and maintain the Emergency Management SharePoint Workspace and/or Content Server as the official Emergency Management repository for the company.
  • Facilitate and/or participate in the after-action review process following an incident, event or exercise, developing and publishing a formal After-Action Report and tracking the improvement plan actions.
Skills Requirements:
  • Demonstrated knowledge and expertise in all facets of Emergency Management (Prevention, Preparedness, Response, Recovery and Mitigation).
  • Knowledgeable in Microsoft Office software programs.
  • Ability to develop, update and maintain emergency operation policies, plans and procedures that follow the National Incident Command structure.
  • Ability to organize and prioritize jobs assignments to effectively coordinate and manage multiple projects at one time.
  • Ability to resolve conflicts and manage sensitive emergency situations appropriately.
  • Approximately 50-75% travel primarily within NY State depending on hiring location.
Direction Received:
  • This position will report to the Director, Emergency Management.
  • Works closely with the Deputy Director, Engineer & Maintenance (DDEM) and Manager of Engineer & Maintenance to implement the Emergency Management vision and direction for the agency.
  • Work cooperatively with program and section leads with the ability to consider their guidance and advice.
  • Interface with the company to ensure effective cross-communication of all EMP information and activities.
Technical & Theoretical Knowledge:
Strong technical knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program (HSEEP) and Business Continuity.
Organizational & Industry Perspective Knowledge Breadth:
  • Demonstrated experience in a leadership role and/or as a key contribute to the successful completion of major technical projects.
  • Ability to adjust to changing priorities both independently and in team setting using leadership techniques, interpersonal skills, and engagement in continuous learning.
  • Excellent stakeholder management skills are required.
Communication (written & oral)
  • Excellent communication skills – written and verbal.
  • Ability to develop and maintain strong professional relationships with the Agency, County EM professionals, and organization.
  • Excellent planning, organization and presentation skills needed to communicate to all audience levels.                 
Education and Certifications:
  • Bachelor's degree in Emergency Management, Planning, or Project Management. A technical degree and background is preferred.
  • A minimum of 8 years Emergency Management experience; Federal, State, or County employment preferred.
  • Valid NY State driver's license.
  • Certification in ICS 100.b, 200, 300, 400, 700.a, 800.b
  • Certified Emergency Manager (CEM).
  • EMS/Fire/ Law Enforcement Experience.
  • New York Responds (NYR), Disaster LAN (DLAN) Experience.
  • Mutualink Experience.
