Program Manager – Code Compliance

Job Description:
  • The Program Manager – Code Compliance is responsible for overseeing the implementation and enforcement of the New York State Uniform Fire Prevention and Building Code (Uniform Code) as defined in New York State Executive Law, Title 19, NYCRR, Part 1204, Uniform Code; Administration and Enforcement by State Agencies.
  • Client has been designated as a Construction-permitting agency which is responsible to establish and maintain an internal Uniform Code Compliance Program, ensuring that all construction activities on facilities under client custody meet all of the requirements of Part 1204 and the Uniform Code.

The primary responsibilities of these positions are:
  • Manage the Code Compliance Program for client
  • Designated as a Code Compliance Manager responsible for plan reviews, issuance of Construction Permits and Code compliance certificates (Certificates of Occupancy) (Part 1204.6)
  • Designated as a Code Coordinator responsible for overseeing all fire safety inspections and inspections in response to complaints (Part 1204.5).
  • Included in these primary responsibilities are the following more detailed tasks required to be performed:
  • Provide oversight of the implementation and compliance with CLIENT Corporate Policies associated with meeting the requirements of Part 1204.
  • Provide oversight of other CLIENT employees (e.g. Senior Code Compliance Engineers I) or contractors that support the Code Compliance Program.
  • Perform the function of a Code Compliance Manager as defined in Part 1204.6. A Code Compliance Manager is authorized to issue construction permits and code compliance certificates for work undertaken by the New York Power Authority. He/she shall provide for the review of construction permits, for inspections during the process of construction, and for inspections in response to complaints regarding work which is subject to the Uniform Code. When appropriate, he/she may issue notices of violations, stop work orders, and temporary approvals of occupancy.
  • Perform and provide guidance to other staff to perform code review of engineering and design documents for new construction projects and provide comments regarding code compliance issues to ensure that proposed projects meet code requirements.
  • Perform and provide guidance to other staff to perform code compliance inspections of permitted construction projects and prepare reports detailing inspection activities and corrective actions required and ensure that corrective action is taken to incorporate code requirements.
  • Maintain files and documentation and oversee the same by other staff required to verify CLIENT's compliance with the construction permitting process defined in Part 1204, Title 19, of the Uniform Code.
  • Provide technical expertise and guidance to CLIENT staff (Project Management, Engineering, Operating Locations, and HQ Facility Manager) regarding Uniform Code matters.
  • Support the safety personnel at the operating locations regarding building code and fire protection issues.
  • Maintain all required certifications: NYS Code Enforcement Official and NY Professional Engineer.
  • Maintain technical competency regarding the National Fire Protection Association (NFPA) and other standards through self-study and designated training.
  • If so designated, perform the duties of the CLIENT Code Coordinator pursuant to Part 1204.5. The Code Coordinator is responsible for providing fire safety inspections in response to complaints regarding conditions or activities allegedly failing to comply with provisions of the Uniform Code.
  • Responsible for the preparation of required annual reports to the State
  • Participate in external professional and industry committees that provide information to maintain internal expertise required to ensure the Technical Compliance functions are remain effective in meeting the needs of CLIENT.
  • Prepare various internal reports to senior management.
  • Provide guidance to junior staff in Technical Compliance to aid in their professional development and enhance overall cross-functional performance of the Technical Compliance department.
  • Required Skills
  • Expert knowledge of the New York State Building Code, and the NFPA and other referenced standards. Also requires a working knowledge of NYS regulations (i.e. Title 19, NYCRR, Part 1204) regarding the administration and enforcement of the Code Enforcement Program for NYS Agencies.
  • The incumbent must have the ability to interpret code requirements, apply them to the engineering and design for a specific project, and provide comments and/or recommendations regarding Code Compliance issues.
  • Must have the ability to prioritize and plan work with respect to project schedules, and deliver results in a timely manner.
  • Demonstrated experience in a leadership role and/or as a key contributor to the successful completion of major technical projects including abilities to adjust to changing priorities both independently and in team settings including leadership, interpersonal skills, and engagement in continuous learning. Excellent stakeholder management skills are required.
  • Ability to interface with CLIENT personnel at all managerial levels through clear and concise written and verbal communication.
  • Ability to prioritize and plan work with respect to project schedules, and deliver results in a timely manner.
  • Understanding of the CLIENT's mission, the regulatory environment, and industry-wide trends.
  • Ability to conduct technical assessments involving review and interpretation of design documents for applicability to regulatory standards and requirements and codes.
  • Skills and aptitude for use of electronic data and document management systems (e.g. Microsoft SharePoint).
  • Experience managing and supporting data and document management, including policies, processes, and procedures, for bulk transmission system engineering, planning, design and operations, including but not limited to SCADA, energy management, protective relaying, generation and transmission planning, design, and operation or related electric utility support functions.
  • Ability to work independently on assigned duties direction needed only occasionally for newly assigned duties.

  • Approximately 15% travel throughout New York State to CLIENT's operating facilities, attend agency meetings, and industry seminars and working group meetings.
  • Occasional out-of-state travel to attend agency meetings and industry seminars and working group meetings.

Required Experience:
  • Bachelor's Degree in Engineering.
  • New York State Professional Engineering License is required.
  • Basic Code Enforcement Training Certification
  • Minimum of 20 years of experience applying and working with plan reviews and inspections related to the requirements of the NYS Building Code (New York State Executive Law, Title 19, NYCRR, Part 1204, Uniform Code) or ICC-based building code.
  • Experience applying the National Fire Protection Association (NFPA) fire protection and detection standards

Preferred:
  • Experience and knowledge familiarity with the engineering design process, of construction activities and processes, and familiarity with code requirements for new products, materials, and equipment and systems used in the building industry.
  • Experience with utility business practices including developing operating and/or maintenance policies and procedures, preferably in a power generation or transmission environment.
  • Knowledge of the CLIENT organization, both at headquarters and the operating locations.
