Director of Business Development, Federal Solutions Group (FSG)

Position Summary: 
Life Cycle Engineering (LCE) is currently searching for an entrepreneurial Director of Business Development to spearhead new business growth within the company. This person will help drive business development, capture, and proposal aspects of the company and will function as a strategic partner to the VP of Strategic Business Development and Capture and the broader executive leadership team. This Director will enhance the overall function and bring experience, knowledge and strategic thinking to the company. This will involve the improvement of go-to-market strategy and position the company to win strategic pursuits. This person will augment and enforce the proposal and capture infrastructure (i.e. processes, systems, tools, talent strategies) that will enable the organization to operate effectively and appropriately improve the strategy and value proposition of LCE in its business pursuits. She/he will be a key leader for the organization and a driver of innovative company growth with their current solutions and beyond.
 
The successful candidate will have proven experience leading growth of business with similar or larger size. He/she with have a positive impact and influence on the culture. This leader will have excellent industry/customer knowledge and a demonstrated track record of success leading growth initiatives and winning complex technology solutions opportunities across FSG markets. This executive should also have strong personal brand with visibility in the market and with customers.
 
This role is responsible for building the qualified pipeline for organic growth by ensuring excellence in delivery of full life cycle business development activities including strategic planning, management of bid and proposal (B&P) resources, target identification and development, bid/no bid decisions, pricing, contract award and customer relations. He/she will provide critical linkages between the long-term strategic plan and near-term new business actions and will partner with the VP of Strategic Business Development and Capture to ensure effective use of Client resources across the account as well as identifying and responding to key customer relationship needs. This executive will ensure the company is appropriately positioned for recompetes as well as strategic campaigns focused on new business.
 
This position can be based in any of the following main LCE office locations/client concentration areas: Charleston, SC, Philadelphia, PA, or Washington, DC.

Contract Specifications:
  • Must be a US citizen with the ability to obtain/maintain a DoD security clearance
Essential Functions and Responsibilities:
  • Ability to determine and close, through experience and professional insight, good business opportunities
  • Experience building and managing customer relationships to seek out and identify new business opportunities
  • Demonstrated knowledge of associate contractors and the competitive landscape
  • Execute strategy and vision for program management, research, development, design, acquisition, and maintenance of US Department of Defense and broader US National Security platforms and systems (e.g. Coast Guard, etc.)
  • Leverage their existing relationships, knowledge, expertise, and insight on key issues to identify and pursue new Business Initiatives
  • Management of multiple new Business Initiatives/Opportunities
  • Maintain a short, medium, and long term pipeline of new business opportunities
  • Regular reporting to senior leadership with details on status of new business opportunities and performance
  • Conduct regular cross-functional meetings to review status towards objectives and identify issues early in the program
  • Leveraging senior Department of Defense relationships to create additional opportunities for LCE growth
  • Network within the Department of Defense community to identify pain and gaps for solution development and strategic planning
  • Clearly communicates the direction, goals, and priorities. Leads change effectively by building commitment in a collaborative team environment
  • Intimate knowledge and experience working closely with Operations to drive successful bid/no bid decisions
  • Partners closely with the FSG cross functional Lines of Business such as (EIS, ETS, Client, SYS, and CSG) to execute effectively on new business opportunities
  • Demonstrate value-added solutions using a professional consultative selling approach
Required Education, Skills and Experience:
  • Bachelor's degree in technical discipline required; Master's degree preferred
  • 7 years' minimum of experience providing management, oversight, resourcing and administration of large complex engineering and technical organizations
  • Ability to operate independently but still retain an enterprise focus and develop an environment of collaboration
  • Demonstrated networking capabilities among various communities, e.g. acquisition officials/leads in the DoD and other government agencies
  • Proven experience managing employees while creating a positive culture built on communication and recognition
  • Past performance in developing new business and to grow current programs and projects
  • Ability to manage multiple program components and activities simultaneously, ensuring efficiency and effectiveness is achieved per contract requirements
  • Must be sensitive to the professional expectations of the business, ensuring a positive interaction and impression for all stakeholders
  • Excellent verbal and written communication skills, as well as presentation skills
  • With full accountability for results, he/she must be willing to exert themselves over sustained periods of time to accomplish their professional and personal goals while maintaining a strong level of mutual respect for peers, colleagues, and direct reports. They must set the standard for personal integrity, honesty, teamwork, and public accountability so as to motivate the entire team to the highest levels of commitment and personal effort.

In addition, should possess the personal ambition to play a major role in the growth and success of a company with a strong heritage for high quality and responsive service to its clients
Physical Demands and Expectations
  • Ability to travel up to 40%
  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
