Joint Interface Control Officer (JICO)

Position Summary:
Life Cycle Engineering is seeking a Department of Defense (DOD) experienced Joint Interface Control Officer (JICO) with an understanding of employment/analysis of Command and Control (C2) systems. The position will be supporting the standup of the Joint Interface Control Cell (JICC), C2 systems analysis, requirements analysis, and Tactical Data Link (TDL) employment in support of Headquarters (HQ) USSOCOM.  Initially, the primary requirement for this position will be identifying gaps and requirements related to employment of TDLs and C2 systems across the USSOCOM enterprise while documenting the findings.  The position will also be responsible for identifying and defining the operational JICO roles, responsibilities, and requirements across the USSOCOM enterprise.  Additionally, the HQ USSOCOM JICO will be responsible for coordinating with HQ USSOCOM PEOs and components to identify and facilitate C2 and TDL system development, testing, and certification requirements.


As JICO/C2 Analyst, you will provide HQ USSOCOM analytical services and development/review of supporting architectures in support of ongoing and future projects. Projects may be led by other departments or PEOs in HQ USSOCOM, Combatant Commands, or USSOCOM components. The position requires engaging in professional level interaction, communication, and product development while working as a member of a team as well as independently. 

Contract Requirements:
  • Must be a US citizen.
  • Must possess at least a Top SECRET/SCI level clearance.
  • Must possess or able to obtain a US passport.
  • Position will entail some travel (up to 25% annually) within CONUS and may occasionally involve OCONUS travel.
Essential Functions and Responsibilities:
  • Assess current HQ USSOCOM and Component capability gaps in relation to JICO and C2 system analysis support to the Services and Theater Special Operations Command (TSOC) operations.
  • Coordinate with HQ USSOCOM J-Directorates, Components, and TSOCs in the development of applicable requirements documents to validate USSOCOM JICO and Joint Interface Control Cell (JICC) requirements.
  • During the first 1-2 years of the support, provide semi-annual written updates of identified and validated TDL and other JICC related requirements, USSOCOM limiting factors, and identification of current shortfalls and their impacts to operations/training.
  • Perform JICO functions and C2 analysis in support of HQUSSOCOM and Component projects to include coordinating with component commands to stand up their own JICC/JICO capability.
  • Remain current on developments in your JICO field of expertise including technology enhancements; attend periodic seminars, forums, meetings, etc. to ensure currency of education and skills.
  • Support C2, network, and tactical data link analysis for USSOCOM projects that may include analysis of C2 and TDL system Information Exchange Requirements (IERs), Network Design Loads (NDL) and Operational Tasking Link (OpTaskLink/OTL) and/or performing as a JICO as well as coordinating JICO related support.
  • Understand DoDAF architecture and have a solid understanding of requirements development methodologies.
  • Ensure deliverables and performance levels meet client needs and expectations within the context of the LCE Federal Solutions Group (FSG) mission and strategic goals
  • Work closely with appropriate Spectrum Management offices to submit Frequency Assignment requests in support of USSOCOM/Component operations.
  • Coordinate closely with Network Design Facilities (NDF), theater level JICOs and JSOC Data Link managers in support of SOCOM pre-deployment requirements.
  • Organize self and work environment to ensure timely completion of client deliverables and goals, accounting for unanticipated needs, delays, challenges, and changing priorities.
  • Ensure personal compliance to company and legal guidelines as specified, with particular care given to safe work practices
Required Education, Skills, and Experience:
  • 4 Year Degree or equivalent work experience
  • 5+ (10 preferred) years' experience as a JICO with additional experience conducting C2 systems analysis.
  • Demonstrated performance as a Combatant Command/theater or Service JICO.
  • Demonstrated ability to understand DOD publications that define the JICO roles and responsibilities from Joint and Service perspectives.
  • Demonstrated understanding of tactical data networks and experience with TDL network monitoring software.
  • Experience with air or ground TDL C2 systems or host software such as TBMCS, AEGIS, GCCS, Tactical Radio Application eXtension (TRAX), Android Tactical Radio Application eXtension (ATRAX), and/or Joint Range Extension (JRE) or other TDL C2 system or host software as used within SOCOM or Services.
  • Desired demonstrated understanding of Android Tactical Assault Kit (ATAK) application, Hand Held Link 16 Radio (PRC-161), and other link 16 terminals.
  • Demonstrated ability to review/produce DoDAF type architecture products in using MS Visio, Word, Excel, Power Point, or other appropriate software in support of the implementation of C2 systems, networks and C2 architectures.
  • Analyze Government Furnished Information (GFI) and input from Subject Matter Experts (SMEs) for development or modification of requirements and capabilities.
  • Experience utilizing MIL-STDx-6016, 6017, 6018, 6020, 3011, and/or the Joint Multi-TDL Operating Procedures (JMTOP).
  • Experience setting up and working with tactical data link networks in support of unit operational C2 requirements.
  • Experience conducting analysis of DOD systems, processes, and procedures and developing conclusions in pursuit of project objectives.
  • Experience analyzing organizational and systems capabilities and Concept of Operations (CONOPS) in order to determine project and system requirements in order to determine project goals and objectives.
  • Familiarity with developing architecture views detailing the operational aspects of Service communications, networks, C2, and situational awareness.
  • Experience working with Combatant Commands, DOD Military Services, and/or Agencies in development of requirements and/or capabilities development.
  • Ability to work productively as a team member and as a team leader when required.
  • Function as a Project Lead when required; consult with staff to confirm program/system objectives, operational procedures and system/program constraints.
  • Excellent verbal and written communication skills, as well as presentation and editing skills, along with comfortable with speaking in front of audiences.
  • Ability to articulate complex/technical concepts and processes in writing.
  • Experience working as a team member/leader with Project Management experience a plus.
  • Proficiency with Microsoft software applications such as Word, Visio, Power Point, and Excel. (Access is a plus)
  • Military experience is a plus.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers and visitors.
  • Ability to demonstrate personal initiative to complete the work of the team as a whole within rapidly changing business and contract conditions and priorities; must be able to manage to and meet tight deadlines.
  • Must be highly reliable and capable of meeting work schedule consistently.
  • Understanding of SharePoint as a knowledge management and collaboration tool.
  • Understanding of the DOD, Joint, and Service hierarchy and processes as they relate to capability development.
  • Understanding of the JCIDS process is a plus.
