Job Description:
General: This position is responsible for preparation of the operating budgets, performing a variety of complex professional analytical studies and undertaking assignments and projects as required.

Examples of Essential Functions:
  • Perform complex budget and financial analysis, using financial and accounting concepts or techniques, evaluate options and alternatives using cost-benefit analysis and making recommendations.
  • Prepare and monitor the operating budgets.
  • Prepare and review monthly financial statements including performing variance analysis that are presented to each Board of Directors.
  • Performing variance analysis; specifically investigating year over year increases/decreases from the adopted budget to proposed budget.
  • Prepare and review monthly financial statements that are presented to each Board of Directors.
  • Prepare funding application to Metropolitan Transportation Commission (MTC) for State Transit Assistance and Transportation Development Act funds.
  • Prepare the statistical portion of the Comprehensive Annual Financial Report for all three business units.
  • Prepare data to be uploaded into MAXCars software in order to determine the internal cost allocation rates.

Examples of Duties:
  • Consult with staff at all organization levels, representatives from organizations and groups, and the general public to give and/or secure necessary information.
  • Perform other duties as assigned.

Minimum Qualifications: Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: A Bachelo Degree in accounting, finance, or related field (equivalent experience may be substituted, plus three years of full time accounting or related experience or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Must have the ability to analyze and solve accounting problems with timeliness and accuracy and be experienced in computerized accounting systems (PeopleSoft and MAXCars experience a plus), proficient in the use of a PC with a variety of software packages including spreadsheets. Must be able to prioritize work to affect an orderly flow of accurate information within the Finance Division and to other Divisions of the District. Strong written and verbal communication skills. Experience in a governmental organization, especially a transportation agency and with enterprise fund accounting is desirable.
